As housing demand continues to increase,a large number of public rental housing construction has completed.In order to solve the management problem of public rental housing,local governments actively explore new ways to purchase public rental housing management services.A series of new problems that seriously affect the quality of public rental housing management services and restrict the healthy development of public rental housing management services,have also emerged during the implementation.Therefore,government explores methods and measures to solve prominent problem currently facing.This thesis uses field surveys,questionnaires and interviews to conduct research on Ouxinjiayuan community,which is based on the theory of customer satisfaction.This thesis analyze the main existing problems combined with evaluation results.From the perspective of "meta-governance" theory,this paper proposes that government should give full play to the role of "meta-government",and focus on the coordination among the three governance bodies of government,enterprises,and tenants.The government should also implement a public housing community governance model in which multiple entities participate in the management of community social affairs by encouraging tenants to participate in the governance of communities and by strengthening the the management on enterprises.Based on the situation of the Ouxinjiayuan,this thesis intends to start with four aspects including improving the regional implementation methods and guidelines,clarifying the rights and responsibilities of multiple entities,improving the long-term management mechanism,and optimizing the performance evaluation system to put forward countermeasures to solve problems,such as the ineffectiveness of management services,the lack of multi-agent collaboration,the difficulty of performance evaluation,and the imperfect management mechanism.In this way,the standardization and quality of the public rental housing management services will be promoted and the formation of the "Wenzhou Model" of public rental housing management services will be accelerated.
