Chongqing started the large-scale construction of public-rental housing in2010,and it is estimated that altogether40million square meters of public-rental housing willhave been put into use by2015. Considering that China’s public-rental housing systemis still at the exploratory stage, and that the management work has barely startednationwide, such large-scale construction poses severe challenges to the subsequentmanagement work. Therefore, trying to find a suitable way of managing public-rentalhousing in Chongqing is crucial to the sound progress of that housing system, and is ofboth practical and theoretical significance.This thesis introduces the idea of community management to the management ofpublic-rental housing. It first studies the basic connotation of public-rental housingcommunity management, and then presents the findings of the field research inChongqing: public-rental housing communities in Chongqing are characterized by largescale, high density of low-and middle-income residents, rapid formation, greatdisparity between the numbers of registered and actual residents, and concentration ofsocial conflicts. In the management of these communities, there exist problems such asinsufficient management organizations, lack of aiding organizations for thedisadvantaged, deficiency in community culture construction and lack of innovation inproperty management. The paper also points out that property services and social affairsshould be paid attention to in public-rental housing community management for fearthat the community may deteriorate. In the last part of the thesis, the management modeof public-rental housing communities in Chongqing is introduced. The mode, promotedby the government top down, is a “five-in-one” management system comprised of thecommunity committee, the resident congress, the police station, the housingmanagement organization and the property services company. The mode complies withthe principles of being people-oriented, developing step-by-step and unifying liabilities.Superior community management bodies are responsible for guiding and supervisinglower-level bodies, the latter having to ask for instructions from the former when itcomes to major decision-making problems. In the community management work,specific affairs should discussed by all the bodies at joint meetings. The thesis indicatesthat there are five aspects that should be paid special attention to in the management ofpublic-rental housing communities in Chongqing. First, responsibilities of governments at all levels for the management of public-rental housing communities should be madeclear. Second, behaviors of community members should be strictly regulated. Third,management services for the special populations should be enhanced. Furth, combinedservices should be applied to the comprehensive administration of community security.Fifth, the competition mechanism should be introduced to community property services.
