| According to data from the seventh census in 2020,there are approximately 264 million people aged 60 and over in my country,accounting for 18.70% of our country’s total population.Among them,there are approximately 190 million people aged 65 and over,accounting for 13.50%.Compared with the data from the sixth census,the proportion of people aged 60 and over has risen by more than 5 percentages points.This fully shows that the degree of population aging in our country has further deepened.The deepening of China’s aging population will inevitably bring practical difficulties for the elderly.Therefore,our country has successively implemented the Advanced-Age Allowance System in various provinces.Therefore,China has successively implemented the Advanced-Age Allowance System in each province.The scientific and reasonable advanced-age allowance system can not only make up for the deficiencies in the domestic elderly welfare,but also alleviate the pressure of supporting the elderly in China,thus ensuring the quality of life of the elderly in their later years.This paper uses literature analysis,case analysis and comparative analysis,collect a large number of references and academic research results related to the Advanced-Age Allowance System,aiming at the practical problems existing in the implementation of the Advanced-Age Allowance System in China,and puts forward constructive suggestions.Firstly,it introduces the main background and significance of the establishment of the Advanced-Age Allowance System in China.This paper introduces various concepts related to the Advanced-Age Allowance System and illustrates the theoretical basis of the Advanced-Age Allowance System uses welfare economy theory and Maslow’s Hierarchy of Needs theory.Second,it analyzes the development process and implementation status of the current Advanced-Age Allowance System in China.Thirdly,elaborate the specific contents of the Advanced-Age Allowance System.Fourthly,through the investigation and research,it is found that the implementation effect of the Advanced-Age Allowance System in our country is not ideal,the security level of the Advanced-Age Allowance System is low,the financial security of the Advanced-Age Allowance System is not enough,and the management service level of the Advanced-Age Allowance System needs to be improved.Then it analyzes the causes of the problems with the implementation of the Advanced-Age Allowance System: the financial classification guarantee mechanism of the Advanced-Age Allowance System and the dynamic adjustment mechanism of the Advanced-Age Allowance System standard had not been established.Finally,this paper draws lessons from the implementation of the Advanced-Age Allowance System in Sweden and Brazil,and puts forward three suggestions: exploring the universal development of the Advanced-Age Allowance System in China,suggesting that standard of the advanced-age allowance should be consistent with the medium and long-term goals of the old-age welfare in China,and standardizing the operation mechanism of the Advanced-Age Allowance System in China. |
