A Research On The Integration Of Welfare Allowance Systems For The Disabled In Shanghai

Welfare allowance for the disabled is a series of welfare systems in the form of currency,which provide regular economic subsidies to the disabled and guarantee their basic living and development.After entering the 21 st century,various regions in China have been trying to establish various handicapped allowance systems.As one of the developed cities,Shanghai has made many explorations and attempts in establishing and enriching welfare allowance systems for the disabled since 1998,and the content of allowances extend to all aspects of life for the disabled.But as a whole,due to lack of overall planning and top-level design,there are many fragmentation problems in welfare allowance systems for the disabled after years of accumulation,such as scattered and disordered contents,fragmented management,imbalance of projects structure,and great differences in the treatment level of all kinds of disabled people,which lead to the loss of sense of welfare for the disabled and make it difficult to promote social equity and justice.In view of the above background,this paper attempts to start with the broad concept of welfare for the disabled,comb all kinds of allowance systems in Shanghai which directly benefit the disabled(or their families),analyze the fragmentation problems in the overall layout of systems,study how to scientifically integrate these scattered and disordered allowance systems,and finally provide some suggestions for governments to establish a complete and orderly system of welfare allowances for the disabled.The research methods adopted in this paper are documentary method,comparative study and interview research.This paper is divided into four parts:First,based on fully searching and consulting the domestic and foreign research literature related to welfare allowance systems for the disabled,this paper studies the relevant concepts of the welfare allowance system for the disabled and the theoretical basis for the integration of systems.Firstly,it clarifies the object and boundary of this study by expounding and defining the concepts of disabled people,disabled people?s welfare,disabled people?s welfare allowances and fragmentation of systems.Secondly,it chooses social quality theory,holistic governance theory and incrementalistic policy-making theory as the theoretical basis of the research,and expounds their source,development,main principles and methods to explore both the theoretical significance and the relevance between theories and research themes,then lay the theoretical framework for the study.Second,it expounds the emergence and practice of the welfare allowance system for the disabled.Based on the broad social welfare for the disabled,it collects and sorts 43 items of welfare allowance systems for the disabled in Shanghai,which belong to the fields of social assistance,social insurance and narrow social welfare,or are specifically designed for the disabled in all aspects of their lives.It divides these allowance systems into six categories which include basic living security,social insurance,education,employment,rehabilitation and conservation,and other items,then makes comparative analysis of the contents,targets,treatment standards and management departments of various systems to fully demonstrate the fragmentation of the overall layout of these systems,and uses relevant statistics to show the implementation of systems.Third,according to the analysis of the current situation of welfare allowance systems for the disabled in Shanghai,it further focuses on and analyzes some problems caused by the fragmentation of these systems,including the narrow coverage,the coexistence of overlap and absence of systems,and the incompatibility of contents or treatment standards of allowances with the need of the disabled.At the same time,the main causes of the problems are analyzed from four aspects: the organizational concept of welfare for the disabled,the top-level planning of systems,management division of government departments and the procedure of policy-making.Finally,based on the analysis of the problems and causes of welfare allowance systems for the disabled,combined with the principles and logic of social quality theory,holistic governance theory and incrementalistic policy-making theory,this paper puts forward four countermeasures and suggestions on how to integrate the existing welfare allowance systems for the disabled from the aspects of system construction,government organization optimization and system integration strategy,that is,to strengthen the system design and overall planning;to promote the integration of the existing systems in a sequential manner;to strengthen the unified management of the formulation and implementation process of systems,and to improve policy formulation and evaluation.
