| Classified national security information is closely related to national security and interests,and confidential work is of great responsibility.Since the promulgation and implementation of Law of the People’s Republic of China on Guarding State Secrets,China’s laws and regulations on secrecy have gradually been established and improved.With the development of economy and the improvement of comprehensive national strength,more and more organs and units are involved in classified national security information in their work.The confidential work of classified units becomes an important part of China’s confidentiality undertakings.Classified units have successively formulated internal classified management system,which provides basic institutional guarantee for doing a good job of confidential work.The internal classified management system of most classified units has been implemented for many years.What is the effect of the implementation of the system,and what key issues should be addressed in the revision of the system? It is a matter of common concern between the confidential administrative department and classified units.There requires further improvement strategies through evaluation.This paper sorts out the domestic and international research status of the classified management system and the evaluation of the implementation effect of the system,and finds that there is still a gap in the evaluation of the effectiveness of the system implementation in the field of confidentiality.Therefore,this paper defines the key concepts of the topic,and then from the basic theory of policy evaluation,the William Edward’s abstract evaluation criteria are translated into specific criteria.This paper comprehensively uses the target achievement,user orientation and other evaluation models and multiple assessment methods,combined with the planned behavior theory,policy synergy theory and personnel satisfaction theory,which constitutes a framework for multi policy analysis,designs the evaluation index of the subject,supplemented by the expert survey method to optimize the index.This paper also uses the analytic hierarchy process to determine the index weights,explains the data to be collected,and guides the data processing with fuzzy comprehensive,evaluation and efficiency coefficient,then establishes a complete evaluation system for the implementation of the internal classified management system in the classified units.On this basis,the evaluation model is further applied to the evaluation of the implementation effect of the internal classified management system of the classified units,in cooperation with a state-owned enterprise,it evaluated the implementation effect of its internal classified management system,verified the feasibility of the evaluation system,analysed the evaluation results and put forward reasonable suggestions for the revision of its internal classified management system.Finally,the research results of this paper are summarized,and the subsequent research is prospected. |
