Study Of Classified Management System Of Procuratorial Personnel

As a legal supervisory authority, responsibility of People’s Procuratorate is to perform legal supervision on behalf of the State. However, the overall quality of the current team of procuratorial personnel is uneven, which affects capacity of independent exercise prosecutorial authority. Establishment of a scientific and comprehensive prosecutorial personnel management system is crucial to strengthen the building of team of procuratorial personnel and promote procuratorial work. Procuratorial system of our country is undertaking a reform of classified personnel management system. As part of the reform of procuratorial management regulation, this will definitely propel procuratorial processing mechanism, integration of procuratorial system, and ensure the independence of procuratorial authority. However, classified management of procuratorial personnel does not simply mean a simple classification of human resources, it also needs to be accompanied by establishment and improvement of regulations.This thesis first setted forth the background of the reform of classified management system of procuratorial personnel and the current situation of prosecution management system in our country. Then, it discussed domestic and foreign classified management of procuratorial personnel. Last, it discussed about how to effectively pushing forward establishment of a delocalized and nonadministrative procuratorial authority, which should also be in accordance with the working reality in our country. This thesis has realistic value of theoretical guidance for reform of classified management of procuratorial personnel currently being undertaken by our countryThis thesis referenced to theory of public human resource management and related contents of Chinese procuratorial theory. Research methods include document research, comparative research, etc. Innovation of this thesis is that it elaborated and analyzed the current situation and problems of the procuratorial system of our country from a perspective of public HR management, and proposed solutions, which are all in accordance with the ongoing reform of classified management of procuratorial personnel. In the domestic field of research, these are all in a initial stage.
