At present,our country has entered a stage of high-quality development,which requires a change in the development mode,through optimizing the allocation of production factors,and improving the quality of economic development.As a key link in optimizing the allocation of factors,the reform of the business environment not only plays an important role in stimulating the vitality of market players and building a modern economic system,but also an important support for building a new domestic and international dual-cycle development pattern.In recent years,governments at all levels in our country have taken optimizing the business environment as an important starting point for implementing the "decentralization,regulation,and service reform",transforming government functions and liberating productivity.They have carried out comprehensive and systematic reforms,actively innovated,and explored a number of characteristics.Bright and effective reform experience with practical value.However,the third-party evaluation results of the Development Research Center of the State Council show that the progress in implementing the "Regulations on Optimizing the Business Environment" between the east and west regions,between provincial capitals and non-provincial capital cities is uneven,and the gap is obvious.In this regard,how to reduce the regional Differences,promote the overall improvement of the business environment,especially for the western and other economically underdeveloped regions,under the new development pattern,how local governments can promote the reform of the business environment to stimulate the vitality of market entities and enhance the endogenous development momentum,Promoting high-quality economic development has become a meaningful topic of discussion.In this context,this article takes the reform of the business environment as the research theme and the western region as the research object.From the perspective of the responsibilities of local governments,this article studies the problems and countermeasures of the reform of the business environment.In the specific analysis process,on the basis of systematically combing the frontier literature,learning from the basic theories of holistic governance and service-oriented government,combining with the quasi-public product attributes of the business environment,choosing from the cultivation of multiple entities,precise process reengineering,and systematic countermeasures Dimensional construction theory should be logically based on dimensions such as construction of scientific environment,taking X city Z district as a real research case,combined with questionnaire survey and statistical analysis to quantitatively analyze the status quo and problems of local government’s talents and technical literacy are hindering the western region.An important factor in the optimization of the business environment.Based on the analysis of the causes of the above problems,combined with the theoretical analysis framework of the full text,it is proposed that the transformation of government functions,empowerment of market players,and support for industry associations should be strengthened to strengthen the cultivation of diversified entities;from clarifying the responsibilities of policy implementation entities and improving the market Main body feedback mechanism,open up
