As an important part of educational resources,teacher resources have an important impact on promoting educational equity and achieving high-quality educational development.Strengthening teachers is the first step to strengthen education.It has practical significance for counties like Xiangshui County with underdeveloped education to strengthen the construction of high-level teachers and achieve a balanced and reasonable allocation of teacher resources.In recent years,with the continuous deepening of education reform,all parts in China are actively exploring measures to narrow the gap in the allocation of urban and rural primary school teachers,and Xiangshui County is no exception.This paper focuses on the current situation of the allocation of teachers’ resources of primary schools in Xiangshui County.It collects a large amount of relevant data on its education situation through literature,finds gaps through questionnaires and interviews and explores reasons through comparative analysis.It focuses on measurement indicators such as the number of urban and rural teachers,age structure,educational level,and professional title level,analyzing the imbalance in quantity and quality of the allocation of urban and rural primary school teachers in Xiangshui County as well as possible and worthy improvement that the government and schools can help.This paper studies the current situation of teacher resource allocation in Xiangshui County,and explores the main problems including factors such as system,economy,school and individual.As an underdeveloped area in Jiangsu Province,Xiangshui County should take corresponding measures according to the local conditions.It is necessary to give full play to the government’s role in the teacher resource allocation,establish a good and orderly allocation mechanism of teacher resources,improve teachers’ income and reform the education evaluation system in the new era.The government should try to "attract and retain teachers" through a variety of ways to achieve a balanced allocation of primary school teachers in Xiangshui County,provide a fair educational environment for the local school-age children,and promote the high-quality development of education in Xiangshui County.There are 7 drawings,10 tables,and 55 references.
