Study On The Issues And Countermeasures Of Rural Human Settlement Environment Governance In Peixian County

As the basis of farmers’ survival,the rural human settlement environment is not only closely related to the farmers,but also reflects the achievements of the new rural construction in China.Therefore,since the 18 th National Congress of the Communist Party of China,the Party and the government have attached great importance to the governance of the rural human settlements environment,and through the continuous introduction of new strategic measures to strengthen and improve the human settlements environment in rural areas of our country,so as to promote the realization of the goal of ecological livability and rural revitalization.However,due to the long-term urban-rural dual structure,rural human settlements environmental governance has been placed in the history of urban development,although the pace of urbanization has been accelerating,It also plays a certain role in the improvement of rural environment and infrastructure and promotes the improvement of farmers’ quality of life.Based on this,this thesis takes Peixian County,Xuzhou City,Jiangsu Province as the research object,takes the theory of good governance,polycentricgovernance,cooperative governanceas the perspective,analyzes the problems of rural human settlements environmental governance on the basis of investigation and research,and puts forward countermeasures and suggestions.To improve the level of human settlements in rural areas to provide reference.Through investigation and analysis,it is found that the current rural human settlement environment management work in Peixian has achieved preliminary results,including sound governance organization system,more scientific governance concept,increasingly perfect governance policy,efficient and orderly governance work,Typical demonstration of governance leads.However,with the further development of this work also exposed a series of problems,more prominent mainly reflected in the following aspects,such as the lack of leading governance concept,governance mechanism is not perfect,government departments,multiple governance of the main body of poor synergy,villagers in-depth governance,governance follow-up protection,propaganda work simple and rough,and so on,these problems in Peixian residential environment governance work are worthy of attention.For the above problems,the main reasons include not forming a long-term governance concept,poor sustainability,governance mechanism is difficult to unify,power and responsibility supervision is unclear,governance subject is not reasonable,grass-roots organization autonomy lags behind,villagers’ awareness of environmental governance is insufficient,participation enthusiasm is low,governance resources are less invested,security function is poor,grass-roots propaganda goes form,core spirit propaganda is not in place and so on.In view of the above problems and their reasons,this thesis draws lessons from the beneficial experience of rural human settlements environmental governance in other areas of China,and puts forward some countermeasures to improve the rural human settlements environmental governance in Peixian: making plans with scientific governance concepts,perfecting the rural human settlements environmental governance mechanism,strengthening government measures to ensure,giving full play to the autonomous function of grass-roots subjects,improving villagers’ participation enthusiasm and increasing propaganda.
