Study Of Rural Human Settlement Environment Multi-subject Co-Governance In Huangzhong District,Xining

Improving the rural human settlement environment is an important part of rural revitalization,which is related to the fundamental interests of vast peasantry,also,the longterm stability of rural society and the long-term development of rural economy.Recently,China attaches great importance to the management of the rural human settlement environment,there stands an upsurge to improve the rural human settlement environment.Governments at all levels carry out the policy,and take effective measures to promote the work in time to make arrangements well and achieved good results.However,the management of rural human settlement environment is a systematic project with a wide range,many links and heavy tasks,which involves the government,village committees,villagers,enterprises,social organizations and other subjects.At present,the government-led rural human settlement environment management model,which mainly relies on government investment,has bottlenecks.It cannot meet the requirement of sustainable management of the rural human settlement environment.This article takes the multi-subject as the main research target,studies the situation of the rural human settlement environment in Huangzhong District,Xining,and explores the possible path of the multi-subject co-governance on the basis of systematic analysis of the problems and reasons.First of all,through document retrieval method,review the correlated literatures from domestic and abroad,and then define concepts and theories such as rural human settlement environment and multi-subject,the cooperative game theory,consultative democracy theory,multi-center governance theory.Secondly,taking the multi-subject co-management in the rural human settlement environment governance in Huangzhong District,through the field investigation method and the interview investigation method,sort out the present situation and effectiveness of the rural human settlement environment governance in Huangzhong District,as well as the basic situation of the multi-subject participation in the governance,finds the problems of the multi-subject participation in the rural human settlement environment governance,and makes a deep analysis of the causes of the problem.Thirdly,by analyzing the course of rural human settlement environment governance in China and the successful experience from foreign countries,summarizing the historic experience and helpful reference.Finally,from the aspects of strengthening the consciousness of multi-subject’s responsibility,constructing the coordination mechanism of multi-subject’s interests,improving oversight and incentive mechanisms,strengthening the institutional guarantee mechanism.This article explores the path of multi-subject co-governance,with a view to forming the combined force of government,village committee,villagers,enterprises,and social organizations to work together to improve the rural human settlement environment.
