Research On The Governance Of Rural Human Settlement Environment In W Town, Guizhou Province From The Perspective Of Rural Revitalizatio

The rural revitalization strategy has raised the governance of rural living environment to a new level.Therefore,exploring a social governance model of co construction,co governance,and sharing has become an important measure to achieve livability and business suitability for the people.In the remote western regions,the living environment in rural areas is very unbalanced,and the problem of dirt,disorder,and poor living conditions is still prominent,which is still a prominent weakness in achieving sustainable development in ethnic autonomous areas.From the perspective of rural revitalization,this article is based on collaborative governance theory and holistic governance theory,starting from the perspectives of farmers,governments,and social organizations.It first elaborates on the theoretical foundation and research framework,and then combs out the current situation of rural living environment governance in W Town from five aspects: toilet renovation,sewage treatment,garbage treatment,village appearance improvement,and rural civilization construction.It again uses questionnaire surveys and on-site interviews to conduct multi-dimensional analysis,Exploring the difficulties in rural human settlement environment governance,and sorting out the reasons for the problems in the process of rural human settlement environment governance,based on the ethnic characteristics and cultural inheritance of the governance area,striving to comprehensively explore the problems in the rural human settlement environment of W Town,providing reference and reference for promoting rural human settlement environment governance,improving the quality and level of governance,and achieving sustainable development in ethnic autonomous areas.The main research conclusions are: W Town still faces problems in the governance of rural living environment,such as insufficient coordination of governance entities,conflicting governance objectives,single source of governance funds,traditional and extensive governance methods,and lack of long-term governance mechanisms.The governance of rural living environment under the strategy of rural revitalization requires the construction of a governance system with party committee leadership,government responsibility,social participation,and villagers’ autonomy,exploring collaborative governance among multiple entities,and achieving mutual unity of governance goals.Firstly,it is necessary to explore collaborative governance among multiple entities,enhance the awareness of collaborative governance among multiple entities,clarify the rights and responsibilities of collaborative governance among multiple entities,and improve the mechanism of collaborative governance among multiple entities;The second is to achieve mutual unity of governance goals,clarify governance goals,form a co governance pattern,and implement goal integration;The third is to broaden the sources of governance funds,coordinate the use of fiscal funds,innovate governance investment mechanisms,and revitalize village level collective economy;The fourth is to strengthen the construction of smart governance capabilities,improve the top-level design of the government,enhance the empowerment of smart governance,and strengthen the support of smart talents;The fifth is to improve the long-term management and protection mechanism,establish a long-term management and protection system,establish a long-term management and protection team,and establish long-term management and protection supervision.
