| In recent years,with the popularization of the Internet and the vigorous development of e-commerce,Chinese express delivery industry has developed rapidly.It plays an import role in serving people’s livelihood,stimulating consumption,promoting employment and the national economy.The express delivery industry is currently in a critical period of transforming its development mode,optimizing its development structure,and transforming its growth momentum.It is highly valued by the Party Central Committee and the State Council.However,the rapid development of the express delivery industry is accompanied by various problems such as lost packages,damages,and information leakage,which seriously affect the quality of service and the orderly development of the industry,and it is also very easy to cause people to distrust the entire express industry.The problems in the development of the industry reflect that the Chinese government is not in place for the supervision of the industry.It is necessary to improve the government supervision to solve the exposed problems,make up for the market failure and protect the legitimate rights and interests of consumers.From the perspective of government supervision,this thesis takes Xuzhou express delivery industry supervision as the research object.First through the literature data,the express industry and its difference with the logistics industry and the postal service,express the characteristics of the industry,government regulation,government regulation of the legal basis,the main content of government regulation and other related concept and theory of market failure,government regulation theory in the express industry government regulatory issues sorted out the applicability of the research,and introduces the current situation of the development of the Xuzhou express industry.Secondly through interview and questionnaire survey to collect data of the results,the proposed Xuzhou express industry exist in the supervision of the government power is weak,the regulatory way backward,safety supervision vacancy,low degree of regulatory information disclosure,social organizations and people to participate in the low degree of industry regulations,and backward from the government regulation and supervision power insufficiency,the regulation on the basis of lag,lack of complete information disclosure mechanism,regulation difficulty growing aspects analysis the cause of the problem.Finally expatiates and summarize the express industry at home and abroad and other areas of government supervision of the practice and experience,combined with Xuzhou city government supervision industry present situation,from strengthening the construction of the government regulation system,strengthening the construction of government regulators,strengthening the construction of the contingent of government regulation,rich way of government regulation,give play to the role of social organizations and the public supervision and five aspects put forward perfect Xuzhou express industry countermeasures of government regulation. |
