Research On Problems And Improvement Measures In Petition Work Of Y Township In Huaiyin District

As a part of China’s democratic political system,petition has Chinese characteristics.There are three functions of petition work: to know people’s feelings,to solve people’s difficulties and to make people feel better.Its importance is self-evident.With the continuous development of the society and the readjustment of the pattern of interests,various kinds of contradictions and problems are constantly pouring out,and more and more disputes have been revealed in the form of letters and visits.Grassroots petition is the basic part of petition in China.However,the large base of grass-roots population in China,the many hot spots of petition,and the difficulty of solving the problem are too great.These three aspects have a great negative impact on the development of petition work and are not conducive to social stability and harmony.The author through the Huaiyin District Y Township as an example,to the grass-roots petition work in the typical case analysis and research,to see the big from small,to find problems,explore measures.First,we have a deep understanding of the current situation of petition work in Y Township of Huaiyin District.In addition to the increasing number of normal petitions,various kinds of abnormal petitions also occur in an endless stream,such as pegging visits,overpassing visits and repeated visits,which reflect various complex and diverse problems and different demands.Second,in view of the high number of letters and visits in Y Township,the reasons behind it are deeply explored.On the one hand,the social contradictions brought about by the transformation period are complex and diverse and the consciousness of people’s rights protection is strengthened.Secondly,the working ability of the staff is limited and the results are not satisfactory.Finally,it is not easy to solve the problem of repeated letters and visits and the internal and external environment of the letters and visits institutions are also important factors.Third,in view of the above reasons,the author puts forward improvement measures from the following five aspects: setting up the correct concept of safeguarding people’s rights,improving the service ability of letter and visit work,perfecting the service mechanism of letter and visit work,reforming actively in line with the changes of The Times,and strengthening the overall maintenance of stability by the township Party committees.
