Research On Financing Policy Of Small And Medium Sized Enterprises In Tianjin Based On Policy Tools

Small and medium-sized enterprises have made important contributions to China’s economic construction.Tianjin’s small and medium-sized enterprises also play a very important role in the economic development of Tianjin.In recent years,in order to solve the financing difficulties of small and medium-sized enterprises,Tianjin municipal government has issued a series of financing policies for small and medium-sized enterprises.But the financing difficulty is still a difficult problem for small and medium-sized enterprises in Tianjin.The purpose of this paper is to sort out the text of Tianjin SME financing policy,quantify the text information,start with the policies issued by government departments,think about how to solve the financing problems of Tianjin SME,comprehensively analyze the application and role of different types of policies in the relevant specific practice,and then provide powerful political support for Tianjin SME financing It can provide ideas for reference.It is found that the text types of Tianjin SME financing policy are mainly notices and opinions,and the specific implementation rules and regulations are rare,so the operability is questionable.The annual number of SME financing policy texts in Tianjin has fluctuated since the peak in 2014.From the perspective of the main body of policy documents,the financing policy of small and medium-sized enterprises in Tianjin shows the form of independent documents and joint documents.It shows that the main body of SME financing policy in Tianjin is single,and there is a lack of communication and cooperation between departments.The financing policy of small and medium-sized enterprises in Tianjin comprehensively uses three types of policy tools: supply-oriented,demand-oriented and environment-oriented.The overall structure of the use of policy tools is relatively balanced,but the use of small categories of policy tools is quite different and the structure is unreasonable.Although it basically covers the three life cycles of start-up,growth and maturity of enterprises,the use of policy tools does not match the life cycle of SMEs reasonably.Most policy tools generally cover the whole life cycle of enterprises and cannot meet the different needs of SMEs in each cycle.First of all,Tianjin should establish laws and regulations matching the current policies as soon as possible to enrich the types of relevant policies.Secondly,we should strengthen the joint issuance of documents by multiple departments and increase the information exchange and communication between departments.Then we should guide the scientific choice of policy tools and optimize the internal structure of policy tools.Finally,promote the policy tools to adapt to the policy field.Taking 55 SME financing policy texts published in Tianjin from 2007 to 2019 as the research object,this paper makes a quantitative analysis of the external characteristics of the policy texts from three aspects of text type,time and subject.And from the perspective of policy tools,it makes a comprehensive quantitative analysis of the specific content of the policy.
