In the era of big data,with the increasing awareness of the use of data value,the work of data opening in China continues to develop.The focus of the work is mainly on the content and quality of data opening,and the research on user satisfaction is rarely carried out.According to the service function of modern government,the main goal of government data opening is to give adequate response to user demand.Due to the limitation of practical conditions,the government cannot invest more resources and energy to pay attention to the improvement of user satisfaction experience.Therefore,from the perspective of users,this paper uses Kano model to investigate and analyze the factors that affect user satisfaction in the data open platform of Beijing Municipal Government.This paper concludes the problems existing in user satisfaction in the open data utilization work of the Chinese government,explores the reasons behind them,and provides references for the targeted suggestions on improving user satisfaction in the open data utilization work of the government.Besides promoting the development of the open data utilization work,it also focuses on the improvement of user satisfaction.First of all,the paper Outlines the concepts of government data opening and user satisfaction,and explains the Kano model theory used in the research.Secondly,this paper introduces the development background and platform status of Beijing government’s open data utilization,and designs questionnaires and scales based on Kano model.Questionnaire survey is conducted on the user groups who have used Beijing Government Affairs Data Resource Network and Capital Window.The questionnaire processing method of Kano model is used to classify and analyze the data of the 19 factors that affect user satisfaction,and the traditional + better-worse classification results of each factor are obtained.Use factor drop point calculation formula to draw the scatter diagram of user experience coefficient.According to the final results,there are a total of 19 factors influencing user satisfaction of government data open platform.Among the 19 factors,14 are charm factors,1 is expectation factor,2 are necessary factors,2 are no difference factors and no reverse factors.According to the survey and analysis results and the status quo of government data opening and utilization,this paper makes a targeted analysis on the problems and causes of user satisfaction,puts forward countermeasures and suggestions to improve the user satisfaction of government data opening and utilization,and adds the theoretical basis for China’s government data opening in terms of user satisfaction.It provides a reference for the user satisfaction in the process of government data opening and utilization.
