Open Government Research On User Acceptance Perspective

With the further development of the era of big data and the continuous updating of information technology,more and more people pay attention to the value of government data.Opening up government data has become a world trend.In recent years,our country has also launched the practice of government data opening in the way of local pilot projects.However,due to its late start,it is still in the initial stage of opening up government data.Most of the relevant experience is mainly to learn fron foreign advanced countries,lacking of exploration based on the actual situation of the country,and the government concentrates on the process of government data opening from scratch,but lacks of exploration on the process of user acceptance.User acceptance is the premise for users to use government data to create value,so opening government data for user acceptance can improve the efficiency of government open data.From the perspective of user acceptance,this paper carefully consults and studies relevant literature through literature research methods,applies the technology acceptance model in the field of information management to the specific practice of government data opening,builds a dynamic process model of government data opening from the perspective of user acceptance,and finds that user acceptance is the key factor affecting the efficiency of government open data,while government does not.The usefulness and ease of use of government data will have an impact on users'acceptance attitude.Therefore,this paper focuses on the usefulness and ease of use of government data to users' acceptance.Thirteen observation indicators are designed to measure the usefulness and ease of use of government data,and from users,browsing and downloading of data,users' rating,users'development of applications,etc.User acceptance was observed from six perspectives:API browsing,open data application innovation contest participation and interactive community activity.Through case comparative analysis,this paper selected Shanghai,Beijing and Guiyang as representatives of China's open data pilot cities,collected a large number of data,according to the above evaluation indicators,analyzed and compared the usefulness and ease of use of open government data on the three platforms,and analyzed the user acceptance of open government data in the three places.It is found that the usefulness and ease of use of government open data will have a positive impact on user acceptance.Therefore,improving the usefulness and ease of use of government open data can improve user acceptance and create a prerequisite for the use of government data.The main factors affecting the usefulness and ease of use of government open data include government promotion,user promotion and timely government response to user feedback.In order to improve the usefulness and ease of use of government open data,the government should promote the specialization,concretization and detail of open data laws and regulations;actively seek the support of senior leaders to promote data openness;attach importance to the construction of open data organizations;establish a one-stop platform for data openness;increase the promotion of government open data platform in the local area;and timely respond to user feedback.
