Comprehensive Evaluation Of The Quality Of Government Statistical Data From The Perspective Of Users

Statistical data is an important basis for government decision-making.The quality of statistical data is not only related to the effectiveness of the central government's macro-control,but also to the credibility of the whole government management department.Since the reform and opening up,our government has continuously reformed the statistical management system to improve the quality of statistical data.However,there are few studies on the evaluation of statistical data quality,and the evaluation is basically earried out by the statistical departments themselves.It is generally believed that the evaluation process is not open and lack of public participation will lead to the evaluation results not objective and true.From the user's point of view,this paper collects the evaluation data of the quality of government statistical data through satisfaction survey,and evaluates the quality of government statistical data comprehensivelyFirstly,this paper combs the literature about statistical data quality assessment at home and abroad,and understands the development status of statistical data quality assessment,so as to provide a theoretical basis for the study of the full text.According to DQAF,the government statistical data quality evaluation scale is designed to construct the government statistical data quality evaluation system;the evaluation index data of the scale are collected through the data user satisfaction survey;and the quality of government statistical data is comprehensively analyzed by using analytic hierarchy process(AHP)and fuzzy evaluation method.By analyzing the problems existing in the six evaluation dimensions of the quality of govemtment statistical data,this paper puts forward four ways to improve the quality of statistical data:reforming the management system of government statistics,improving the management system of data management,strengthening legislation and law enforcement,and improving the evaluation and statistics system of government.It is a very worthwhile research topic to carry out the comprehensive quality evaluation of government statistical data from the perspective of users.It conforms to the reform concept of building a "service-oriented" government,and can promote the transformation of work practices and improve the awareness of statistical services of government statistical departments to a certain extent.In order to improve the quality of statistical data,besides the government's role,we should attach importance to fostering and exerting the power of enterprise statistics and folk statistics,and build a social statistical system.
