| From the perspective of policy design,this paper analyzes the role of government in rural human settlement environment improvement from the perspective of new public management theory,polycentric governance theory,government governance tool theory and government role theory.Through the field investigation of J City,it is found that J city government has the phenomenon of absence,dislocation and offside in the rural residential environment improvement,and the government function positioning is not accurate.There are five main reasons for this: first,there is no change in the concept of governance and have serious thinking of "big government";second,the pressure type system is obvious and the behavior of lower level governments is restricted;third,the economic level is underdeveloped and the finance is limited;fourth,the talent system is imperfect and the technical level is limited;fifth,the supervision system is not perfect and the public power is lack of effective supervision.In order to maximize the effect of rural residential environment improvement,it is necessary to accurately position the role of the government and give full play to its functions: first,strengthen the policy design of the role of government managers,further change its functions,straighten out the rights and responsibilities,improve relevant laws and regulations,and improve the supervision and assessment mechanism;second,strengthen the policy design of the role of government providers,strengthen the construction of leading cadres,and strengthen financial management The third is to strengthen the role of government guide policy design,mobilize the enthusiasm of farmers to participate,enhance the autonomy ability of grass-roots autonomous organizations,and actively introduce social forces to participate. |
