| The grass-roots Judicial Institute is the Agency of the county(district)judicial bureau,which carries out all kinds of judicial administrative work for the grass-roots people.Compared with the local police station and the People’s Court,the legal function of the judicial office is relatively vague and its function is not clear enough.Many township governments have been the judicial institute as its component parts,resulting in the loss of the independence of the judicial institute,once there was a“debate”.After entering the new century,the management system of the judicial institute has been straightened out,and the vertical management of the county(district)judicial bureau has been realized.It is very important for the healthy development of the grass-roots Judicial Institute to clarify its legal function.General Secretary Xi Jinping pointed out that “we should write our papers on the land of the motherland.”This paper attempts to put forward a new concept of grass-roots social governance,by using the methods of Empirical Research and Literature Investigation,this paper sorts out the three legal functions of judicature,which are civil dispute settlement,grass-roots legal service and criminal execution.At the same time,it combines theoretical research with investigation,this paper analyzes the problems in practice,and probes into the position,function and Development Direction of the Judicial Institute in the construction of the great mediation work pattern,the construction of the grass-roots public legal service system,and the promotion of the integration of punishment.By improving the theoretical research of the judicial institute,it will help to clarify its development direction and provide theoretical basis and practical support for its development in the fields of institution establishment,team building,financial security,etc.with a view to making this unique rural justice sector for the grass-roots social governance to provide a stronger guarantee. |
