| Under the call of comprehensive implementation of Rural Revitalization and accelerating rural construction,the equalization of urban and rural public services has become an important goal of rural reform.At present,the rural public service is mainly provided by the grass-roots government.There are some problems,such as the lack of supply,low quality,low efficiency,supply and demand dislocation and so on.It has been unable to meet the requirements of rural development,so it is urgent to build a new public service model.In recent years,with the support of government preferential policies,farmers’ professional cooperatives have developed rapidly and become the main force of rural development.The purpose of farmers’ professional cooperatives is to serve the farmers,take root in rural areas,understand the needs of farmers,and provide diversified public services.It is of great significance to explore the role and function of cooperatives in rural public service.It can not only broaden their respective research fields and enrich the research content in related fields,but also provide guidance for strengthening the service function of cooperatives,promoting the good development of cooperatives and improving the rural public service system,which has important research value.Based on the polycentric governance theory and Marxist cooperative thought,this paper uses the literature method to collect relevant data,combined with the existing research results,makes a theoretical analysis on the role of farmers’ professional cooperatives in rural public services,and finds that farmers’ professional cooperatives play the roles of decision-maker,provider,coordinator and supervisor in public services,involving rural public services Service demand sorting,service supply,supervision and maintenance of the whole process.Secondly,by using the methods of case analysis,interview and literature,this paper investigates and studies the two representative farmers’ professional cooperatives.Combined with the role orientation of cooperatives,it analyzes that farmers’ professional cooperatives have the functions of improving the expression mechanism of rural public service demand,providing agricultural production and operation services,educating and training farmers,promoting cultural construction and providing services in public services Then,it concludes that the current farmers’ professional cooperatives are faced with the problems of insufficient funds,lack of professionals,weak service concept,non-standard management,imperfect policies and regulations in the supply of public services,and analyzes the causes of the problems with the help of resource-based theory.In view of the problems and dilemmas exposed in practice,based on the polycentric governance theory and Marxist cooperative thought,this paper puts forward some internal and external suggestions to promote the cooperatives to play their functions,that is,the farmers’ professional cooperatives first need to standardize the operation procedures,cultivate and introduce professional talents,strengthen their own strength,and then with the help of perfect laws and regulations and policy support to realize the cooperation with farmers’ professional cooperatives The effective docking of service functions has become an indispensable part of rural public services. |
