| With the continuous development of economic society,there is a growing demand of receiving high-quality education in the public.The contradiction between the supply and demand of high-quality high school education resources has become increasingly prominent.In order to ensure the education fairness,the goverment has issued a series of policies to promote the reform of basic education examination systems and high school enrollment system.The goverment also stated that the problems of enrollment can be solved by "quota allocation".Thus,the policy of "Quota Admission to School" came into being.In the past ten years of implementation,the "Quota Admission to Schooll" policy has made certain achievements,but there are still many problems to be resolved,so research on the implementation of the policy is imperative.At present,the geographical distribution of high-quality educational resources in Jieyang senior high School is uneven,so that the "Quota Admission to Schooll" policy faces many problems in the implementation process.In order to analyze the reasons for the difficulties in policy implementation and seek an optimal path for policy implementation,this study uses the Public Choice Theory as the theoretical basis and discusses the implementation of the "Quota Admission to School" policy in Jiedong District under Smith Model,and the research is conducted by literature research method,questionnaire survey method,interview method and SWOT analytical method.The study found that the main problems in the implementation of "Quota Admission to School" policy in Jiedong District are as follows: inadequate policy publicity,loopholes in policy formulation procedures,unclear feedback channels,imperfect supporting policies,imperfect supervision and guarantee systems,and deviations from policy objectives.In response to the above problems,this study analyzes the reasons in four factors of Smith Model.First,the policy itself,some of the "Quota Admission to School" policy content is vague.The operability of the policy implementation plan is not strong,and the policy content lacks reasonable adjustments when it is implemented at the grassroots leve.Second,in terms of implementing agencies,the boundaries of powers and responsibilities between the senior and junior education administrative departments are unclear.Moreover,the district-level administrative departments either have sufficient discretion in the implementation of the policy nor the ability to implement policies for they are limited by the shortage of economic resources,human resources and supporting systems.Third,target groups,students and parents take individual interests as the first consideration,exploiting policy loopholes to compete for high-quality degrees.While high-quality high schools implement the enrollment task at a discount.Forth,in terms of the policy environment,some economic and political policies and regional government decisions in the process of creating a strong education zone,promoting an advanced education modernization zone,and removing counties and building districts in Jiedong have a certain impact on the implementation of the "Quota Admission to School" policy,and the supervision mechanism imperfection also limits the effective implementation of the policy.Based on the analysis of the causes,this study propose a corresponding optimization path for policy implementation.First of all,we must improve the quality of the policy,standardize policy formulation and implementation procedures,refine and adapt the policy content to improve the feasibility of implementation plans.In addition,the implementation capacity of policy implementation agencies and executives should be improved,and the boundaries of powers and responsibilities of implementing agencies at all levels should be cleaned.And we aslo need to improve the professional skills of executives.Furthermore,increasing the public’s enthusiasm for policy activities is conducive to the adjustment and improvement of the policy.At the same time,it is necessary to provide high-quality high schools with necessary support and compensation,and take certain measures to encourage high-quality high schools to recruit target students.Finally,it is necessary to increase the investment in educational resources,coordinate the promotion of related supporting policies and measures,and improve the policy supervision mechanism.These can help create a good implementation environment for the "Quota Admission to School" policy. |
