The National Education Work Conference in 2021 clearly proposed to promote the comprehensive development of students’ physical and mental health,strengthen efforts to regulate and rectify off-campus training institutions and pay attention to the management of sleep,homework,reading,mobile phone and physical fitness of primary and middle school students.As a public education policy,educational burden reduction is put forward and constantly improved to accelerate the overall development of primary and middle school students and solve the long-standing problem of overburden of primary and middle school students in China.Since the beginning of the founding of new China,the central and local governments and related departments have promulgated a series of educational burden reduction policies and measures,intensified efforts to deal with problems of primary and middle school students’ academic burden.Although these issued and implementation of policies and measures played a certain positive role,but in fact,because our country has a vast territory,there are some differences in economic level,educational resource allocation and institutional conditions in different places,which makes it difficult for the implementation of the burden reduction policies to reach the expected goals,and becomes an obstacle for the current educational burden reduction work in China to achieve good results,and even appears contrary to the original intention of the policies.The road to educational burden reduction has a long way to go.On the basis of the above background and knowledge,this article selects the influencing factors of the implementation of the burden reduction policies as the theme of analysis and research,and combines the national conditions of our country and the actual situation of various regions to put forward countermeasures and suggestions to improve the effect of the implementation of the burden reduction policies,in order to make efforts to better promote the implementation process of the burden reduction policies in China.Based on the premise of defining the concepts of educational burden reduction and the analysis framework of the system model,this paper retrospects the historical process,the task of The Times and the main content of the burden reduction policies.This paper selects Guangzhou city as a typical case,and uses empirical as well as systematic research as a perspective to sort out the factors that influence the implementation of the burden reduction policies,in an attempt to address the impact of different influencing factors on the policy implementation effect in the process of policy implementation.From the six factors that affect the effect of policy implementation,clarity of policy objectives and standards,sufficiency of policy resources,the smooth communication between organizations and the implementation of action,the characteristics of the implementation agencies,the system environment and the executors’ tendency to deepen and refine layers,and then analyses the current existing problems in the implementation of the burden reduction policies,it is necessary that policy objectives should be clearly defined and fully consider their feasibility,and ensure the policy equipped with adequate resources,to strengthen communication and coordination between the organizations,and constantly improve the execution efficiency and effectiveness of the actuators,to create a favorable policy environment for educational burden reduction,and correctly guide the social value orientation,only in this way can we effectively improve the condition of overburdened primary and middle school students,improve students’ physical and mental health,ensure their comprehensive development,promote the deepening education reform process,to better solve the problem of poor execution of the burden reduction policies in China.
