Research On The Mechanism For Rural Primary-level Party Members To Practice The Original Intention And Mission

"Remain true to its original aspiration and keep its mission firmly in mind" is to seek happiness for the people and rejuvenation for the nation.Xi Jinping put forward the idea of "remaining true to our original aspiration and moving on" for the first time in the 95 th anniversary celebration conference of the founding of the Communist Party of China,and then the report that was delivered on the 19 th National Congress,which was clearly stated that "The original aspiration and the mission of Chinese Communists is to seek happiness for the Chinese people and rejuvenation for the Chinese nation".In February 20,2021,Xi Jinping pointed out in the Party history education mobilization conference that "our Party’s A hundred year history is a history of fulfilling the Party’s original mission,and a history of connecting the Party and the people,breathing together,and sharing a common destiny.".The content of "remain true to its original aspiration and keep its mission firmly in mind" is constantly deepening in the practice of strengthening the Party’s construction in the new era and solving the outstanding problems in the Party.The "decision" of the Fourth Plenary Session of the 19 th CPC Central Committee clearly put forward the establishment of the system of remain true to its original aspiration and keep its mission firmly in mind,which is a deep response to the people’s hope for the normalization of "remain true to its original aspiration and keep its mission firmly in mind" and the formation of a long-term mechanism."Remain true to its original aspiration and keep its mission firmly in mind" is an eternal topic of strengthening the Party building.It is an important prerequisite for the Party to ensure the advanced nature and purity of the Party under comprehensive and strict governance of the Party in Rural primary Party organizations,and an important embodiment of adhering to the spirit of struggle and the spirit of purity established by the Chinese Communists since the beginning of the Party.Based on Xi Jinping’s important exposition of "remain true to its original aspiration and keep its mission firmly in mind" and the important exposition of strengthening the grass-roots level Party organizations,this paper defines the security mechanism of“remain true to its original aspiration and keep its mission firmly in mind” as an engineering system designed to ensure normalization and long-term mechanism of "remain true to its original aspiration and keep its mission firmly in mind",which includes three aspects: the educational guidance mechanism,the organization operation mechanism and the supervision and evaluation mechanism.While the primary-level Party members should obey the principles of combining organization construction with individual improvement,combining problem orientation with people’s interests,and combining Party management with mass supervision.It is necessary to make clear the mechanism for rural primary-level Party members to fulfill their original mission.It is an important way to ensure the effectiveness of rural primary-level Party members in fulfilling their original mission,it is also an important practice to strengthen the construction of Rural primary Party organizations,and an important content to establish the system of "remain true to its original aspiration and keep its mission firmly in mind".In this paper,three villages in D township of Shanxi Province are taken as samples for investigation and research,and the methods of case interview and questionnaire survey are used to explore the effectiveness and existing problems of the mechanism for rural primary-level Party members to practice their original mission,and analyze its causes,so as to provide reasonable and feasible countermeasures and suggestions for improving the mechanism for local Party members to practice their original mission.The research conclusions are as follows:(1)the effect of rural primary-level Party members’ implementation of the initial mission mechanism is shown in the following three aspects: firstly,the initiative of learning is significantly improved,and the basic position of theoretical learning is emphasized in the education guidance mechanism;Secondly,the organizational structure has achieved diversified innovation,sound democratic form within the party and remarkable effect on handling conventional problemsin the aspect of organization operation mechanism;thirdly,the supervision process within the party is in compliance with the law and the publicity of the masses supervision is strongin the aspect of supervision and evaluation mechanism.(2)The problems existing in the operation of the primary mission mechanism of rural primary-level Party members are as follows: in the aspect of education guidance mechanism,the improvement of learning ability is not significant,and the theoretical guidance practice ability is insufficient.In terms of organizational operation mechanism,the efficiency of organization operation is not high,the participation of the masses’ democracy is not extensive and the ability of emergency work is insufficient.In terms of supervision and evaluation mechanism,the supervision effect of the Party is not significant,and the mass supervision is not perfect.(3)The analysis of the problems existing in the implementation of the primary mission mechanism of rural primary-level Party members: the low comprehensive quality of rural Party members,the lack of innovation of educational forms and carriers affect the play of the role of education guidance mechanism;the operation process of rural grass-roots Party organizations is more restrictive than incentive,the basic people’s main channels are not smooth,and the mass work methods are not innovated,which restricts the organization operation mechanism The efficiency of the supervision mechanism is not perfect,and the mass supervision mechanism is not perfect,which makes the democratic practice of the Party not interact with the practice of grass-roots democracy autonomy,which affects the effectiveness of the supervision and evaluation mechanism.Based on the research conclusion,the paper advancing proposals to promote the local implementation of the initial mission mechanism: firstly,to improve the classified learning mechanism and guide the practice mechanism;secondly,to improve the mechanism of equal emphasis on restraint and encouragement,to improve the mechanism of democratic participation of the masses,and to improve the close contact with the mass mechanism;thirdly,to improve the mechanism of organic connection between the internal supervision and the mass supervision,and to improve the mass supervision and evaluation mechanism Price mechanism.
