“Remain true to its original aspiration and keep its mission firmly in mind” is a major proposition that has been put forward and emphasized on many important occasions by the CPC Central Committee with Comrade Xi Jinping at its core.From June to November 2019,the Political Bureau of the CPC Central Committee made the decision that the whole party should carry out the campaign on the theme of “staying true to our founding mission” in two batches from top to bottom.On October 31,2019,the fourth plenary session of the party’s 19 review and through “the central committee of the communist party of China about to uphold and improve the system of socialism with Chinese characteristics,promoting the modernization of national management system and management ability of certain major issue decision”(hereinafter referred to as the “decision”)is proposed for the first time,“establish a system of remain true to its original aspiration and keep its mission firmly in mind”.The establishment of this system is not only an important part of the party’s leadership system,but also a key and important measure implemented by the party in the great process of promting the modenization of national govenance systen and governance capcity.The paper is divided into four parts.The first part is the introduction.This part mainly discusses the research background and significance of this paper,and analyzes the research status by referring to relevant literature.This paper introduces the research ideas,research methods and innovations of the paper.The second part is about the significance of establishing the system.The establishment of this system will help consolidate the achievements of the education themed,deepen the general requirements for Party building in the new era,and promote the modernzation of China’s governnce system and capacity.The third part is to establish the principles of establishing the system.In order to make the party’s work conform to the trend of the times,conform to the law of social development,reflect the wishes of the people,and ensure that the party has always been in the forefront of the times and won the support of the people.To establish this system,we must grasp three principles,take Marxism and Sinicized Marxism as the ideological basis,the constitution of the Communist Party of China as the institutional basis,and the campaign on the theme of “staying true to our founding mission” as the practical basis.The fourth part is the main content of the system.According to the decision of the fourth Plenary Sesion of the 19 th CPC Cental Commitee on the establishment of the original intention,keep in mind the mission of the system requirements,this system should mainly include the system of learning and education,the system of investigation and research,the system of inspecting problems,the system of rectification and implementation,and the system of responsible actions,take the system as the guarantee to ensure that the Chinese Communists always keep their original intentions in mind and fulfill their missions.
