| Since recent years,Facing the complicated international situation and the arduous tasks of reform,development and stability,especially the sudden emergence of new crown pneumonia,the Party Central Committee,with Comrade Xi Jinping as its core,has been coordinating the overall strategic situation of the great rejuvenation of the Chinese nation and the major changes in the world that have not occurred in a century.As an important force in local governance,county-level discipline inspection and supervision organs have persevered in rectifying discipline,faithfully performed their duties and performed their duties in the big test of the war,and effectively promoted the implementation of the decisions and arrangements of the Party Central Committee.However,some problems in handling cases are quietly eroding the achievements of grass-roots governance.It has become an important subject to study and solve the problems existing in the handling of cases by county-level discipline inspection and supervision organs.Through data analysis,questionnaire survey and semi-structured interview on the handling of cases since the reform of the supervision system of the discipline inspection and supervision organs in Y City,the following problems are found:the problem clue completion rate is low,resulting in the loss of clues and affecting the enthusiasm of the people to report and accuse;The use of organization to deal with non-standard and damage the authority of discipline and law;It is difficult to form a strong deterrent against corruption because of the weak handling of cases;Unbalanced case handling efforts among counties,wasting case handling resources;Through the use of "four forms" is not ideal,which can not effectively protect the entrepreneurial enthusiasm of Party members,cadres and officers;The measures to promote reform with cases are not in place,and the curative effect of cases is limited.Based on the research of scholars at home and abroad,using the principal-agent theory,expectation theory and goal path theory,this study analyzed the causes of the problems from the four dimensions of case handling subject,object,resources and environment,and finds the following reasons:on the subject,after the reform,the discipline inspection and supervision organs not only enforce discipline but also law enforcement,the case handling personnel have insufficient ideological understanding and weak case handling ability:On the object,the means of committing crimes by corrupt elements are becoming more and more hidden,repeated reporting,and the content of reporting is not specific,which leads to the weak availability of problem clues;In terms of resources,the doubling of supervision objects and the requirements of "three no increases" lead to relatively limited case handling resources and no guarantee for the treatment of case handling personnel;In terms of environment,affected by the "acquaintance society",the internal and external environment of handling cases is relatively complex.However,with the deepening of the reform of the supervision system,the discipline inspection and supervision work at the local level is facing some new challenges and problems,such as the invisible variation of corruption,the low rate of clue cases,and the weak investigation and handling of cases.The discipline inspection and supervision agencies at the local level are facing the risk of loss of authority,which greatly reduces the effects of discipline inspection and supervision work.Therefore,how to solve the current problems faced by the local-level discipline inspection and supervision agencies,perform the responsibilities of supervision discipline enforcement and accountability,supervision,investigation and disposal correctly and efficiently,guarantee the role of supervision and implementation,ensure perfect development have become an important topic.In view of the problems and causes,based on the reality of the county,this paper puts forward the following countermeasures:strengthen team construction,make good use of "red resources",strengthen party spirit cultivation,improve training mode and improving case handling ability;Strengthen the handling of cases,enrich the means of handling cases,actively tolerate and correct errors,and crack down on false accusations and frame UPS;Guarantee case handling resources,strive for authoritative support,optimize treatment guarantee,and integrate case handling forces;Optimize the internal environment,clarify the responsibility orientation,strengthen internal supervision and improve assessment methods;Explore cross handling of cases,carry forward the culture of integrity and strengthen training for subordinates. |
