| The goal of deepening the reform of the national supervision system is to achieve full coverage of the supervision of the state's public power.Whether the reform of the supervision system can achieve the goal of the reform and whether the implementation of the law can achieve practical results depends on whether we have a loyal,clean and responsible contingent of high-quality discipline inspection and supervision cadres.As the law enforcers,the cadres of discipline inspection and supervision must first improve their political position,strengthen their party spirit,strengthen their professional learning and enhance their ability to perform their duties.They should really”strike the iron with their own hardness"and resolutely prevent"the darkness under the lamp".Therefore,guided by Lenin's supervisory team building theory and Xi Jinping's new era discipline inspection and supervision cadre team building theory,through literature research,questionnaire survey and interviews,this paper makes a thorough analysis of the achievements,problems and causes of county discipline inspection and supervision cadre team building,and on this basis,puts forward measures to improve county discipline inspection and supervision cadre team building.This paper probes into Shi in order to provide thinking and reference for promoting the development of county discipline inspection and supervision cadres in the direction of standardization,scientificalization and professionalization.The writing framework of this paper consists of the following four parts:The first part is the introduction.This paper mainly discusses the background and significance of this study,combs the relevant literature on supervision and clean government team building at home and abroad,and introduces the main research methods and innovations of this paper.The second part is the definition of core concepts,theoretical basis and the overview of legal and policy basis.This paper defines the meaning,duty of discipline inspection and supervision organs and the meaning and characteristics of the cadres of discipline inspection and supervision at County level.Secondly,this paper expounds Lenin's theory of supervisory contingent construction and Xi Jinping's theory of discipline inspection and supervisory Cadre Contingent Construction in the new era,and summarizes the relevant legal and policy basis.The third part is the analysis of the present situation of the cadre team construction of county discipline inspection and supervision.Firstly,through the questionnaire survey of Y County discipline inspection and supervision cadres,this paper analyzed the current situation of the construction of Y County discipline inspection and supervision cadres.Secondly,through in-depth interviews with some discipline inspection and supervision cadres in J county,the author deeply analyzed the achievements,problems and causes of the construction of J County discipline inspection and supervision cadres.The fourth part is to discuss the measures to improve the construction of county discipline inspection and supervision cadres.Based on Lenin's theory of supervision team construction and Xi Jinping's theory of discipline inspection and supervision cadre team construction in the new era,this paper probes into the measures to improve the construction of county discipline inspection and supervision cadre team in China from four aspects:training system,selection and management system,incentive and assessment mechanism and internal and external supervision system,with a view to providing some useful references for promoting the construction of county discipline inspection and supervision cadre team.The innovation of this paper lies in:(1)The organic combination of qualitative and quantitative methods is highlighted in the research methods.Previous studies on Discipline Inspection and supervision focused on qualitative analysis.In this paper,a combination of qualitative and quantitative analysis was adopted to study the construction of cadres in County discipline inspection and supervision.Firstly,this paper combs and summarizes the relevant research on the construction of supervision and clean government team at home and abroad through literature research.Secondly,through questionnaire survey and interview,this paper analyses the achievements,problems and reasons of the construction of discipline inspection and supervision cadres team in Y and J counties after the reform of supervision system,and puts forward some suggestions to improve the discipline inspection and supervision cadres team at County level.The rationalization suggestion of Wu's construction has strong pertinence,which is conducive to optimizing the training,selection,incentive assessment and supervision and management of the cadres of county discipline inspection and supervision,and improving the performance ability of the cadres of county discipline inspection and supervision.(2)Put forward four improverment measures.Based on the theory of Lenin's supervision team construction and Xi Jinping's theory of discipline inspection and supervision cadre team construction in the new era,this paper discusses the measures to improve the construction of county discipline inspection and supervision cadre team in China:improving the cadre training system,building a professional supervision cadre team;stringent cadre selection standards,improving the cadre selection management system;adhering to the principle of strict management and love,and improving cadre radicalization.Encourage the assessment mechanism,strengthen the internal and external supervision of cadres,and build a multi-subject supervision system. |
