A Study On The Governance Of "Sandwich Integration" In Rural Areas ——A Case Study Of Yicheng District

As a traditional agricultural country,unbalanced agricultural development has largely restricted the speed of my country’s economic development.Therefore,doing a good job in rural governance is also an important measure to accelerate my country’s economic take-off.At present,there are certain problems in rural governance in our country,which are manifested in the single governance method and the unbalanced governance methods.The lack of joint autonomy,rule of law,and rule of morality is a significant feature of rural governance,which has seriously affected the governance of rural areas.Effect.Based on this,the establishment of the concept of "three governance integration" analyzes the actual situation of current rural governance,and provides targeted solutions for accelerating the realization of rural revitalization,promoting villager autonomy,building friendly cooperative relations between governance entities,and helping my country’s new rural development Further development has very important practical significance.This research is based on basic theories such as multi-center governance theory,collaborative governance theory,and new public service theory,and comprehensively uses literature research methods,case analysis methods,and survey methods to conduct systematic research.The study pointed out that the current problems are mainly the imperfect construction of basic-level party organizations,insufficient talents in rural governance of the "three-government integration",insufficient autonomy to restrict the construction of the rule of law and the rule of virtue,and the imbalance of the rule of law makes the autonomy and the rule of virtue lack guarantee.Spiritual neglect increases the cost of autonomy and the rule of law.The reason analysis is mainly due to the lack of efficient leadership by the grassroots party organizations,insufficient participation of multiple subjects,and the lack of a governance concept of "three governance integration",the reliance on the behavior path of governance entities,and the lack of a "three governance integration"institutional mechanism.In view of this,this article mainly puts forward specific suggestions from five aspects.Among them,to play the leading and core role of grassroots party organizations should select the heads of grassroots party organizations,give play to the leadership role of village-level party branches,and strengthen the education and management of rural party members and cadres;to guide social organizations to actively participate,multiple entities should be encouraged to participate in the development of rural society Organize,vigorously cultivate Xinxiang sages to participate in the "Three Governance Integration",strengthen the constraints and coordination of various governance entities;in terms of cultivating the overall concept of "Three Governance Integration",it is necessary to enhance the joint recognition of the "Three Governance Integration" governance concept,and advocate the "Three Governance Integration" "Theoretical education and learning;to give full play to the combined effect of the "three governances",the synergy of the rule of law and morality of autonomy should be improved,and the rules of the village under the rule of law should be optimized,and the driving force of the rule of law for autonomy should be strengthened;In terms of guarantees,the supporting system for the integration of the three governances should be improved,the long-term coordination mechanism for the governance entities of the integration of the three governances should be improved,the coordination incentive mechanism for different governance entities should be established and improved,and the "integration of the three governances" should be enriched by technological innovation.
