| In the report of the 19 th CPC National Congress,the great strategy of rural revitalization was clearly put forward for the first time.Achieving this strategic goal cannot be achieved without effective grassroots governance.As early as 2013,Tongxiang City of Zhejiang Province took the lead in launching the "three governance" mode of "rule by law,rule by virtue and autonomy",and gradually formed the "Tongxiang experience" that can be learned,seen and promoted.In the report to the 19 th National Congress of the Communist Party of China in 2017,it was proposed to "strengthen basic work at the rural level and improve the rural governance system that combines autonomy,rule of law and rule of virtue." Since then,"three governance" has become the focus of discussion on grassroots governance.Through the method of literature review,field interview and case analysis,combined with the theory of social governance and the theory of community autonomy,this paper studies the grass-root social governance with the integration of "three governance",and holds that "autonomy" is the basic guarantee,"rule by law" is the key link,and "rule by virtue" is an important means.If the "three governance" is implemented separately,there will be defects in each,which will affect the actual governance effect.Only when the "three governance" is organically superimposed and infiltrated and integrated can the synergy and integrity of grassroots governance be comprehensively enhanced.This paper takes Xiazhai Town,Pinghe County,Zhangzhou City,as an example.Through investigation and interview,it is concluded that measures such as strengthening Party building and leading the democratic election of "two committees" in the village can be taken to consolidate the foundation of village-level autonomy.The smooth social governance at the grassroots level can be ensured by introducing lawyers’ studios in towns and villages and improving the legal literacy of mediators at the town and village levels.Based on the excellent traditional culture of "family traditions and family teachings" in Xiazhai Town,it has a strong "moral" governance and plays a buffer effect in alleviating conflicts and disputes.This paper believes that there are mainly the following problems in the current practice of "three governance and integration" : the concept of "three governance and integration" has not taken shape,the main body of "three governance and integration" rural governance is weakened,and the rural governance mechanism of "three governance and integration" is not perfect,which restrict the "three governance and integration".The reasons are as follows: The weak ability of autonomy restricts the effective implementation of rule of law and rule of virtue;the lag of rule of law construction has a weak guarantee for autonomy and rule of virtue;and the rule of virtue is easy to be ignored,which increases the cost of autonomy and rule of law,etc.,thus making the cost of social governance high.Therefore,in order to achieve the strategic goal of rural revitalization,it is necessary to strengthen grassroots governance and promote the modernization of rural governance capacity through the organic integration of "three governance".It is necessary to promote the theoretical education and learning of "three governance and integration",innovate the means of popularizing law,strengthen the publicity of popularizing law,and constantly deepen the concept construction of "three governance and integration".It is necessary to improve the ability of all governance subjects,strengthen the cooperation among all governance subjects,strengthen governance efficiency,and train governance elite talents,so as to promote the construction of "three-governance integration" rural governance subjects.It is necessary to promote the effective integration of top-level design and local practice by improving the supporting systems and norms of "three governance and integration",so as to improve the rural governance system and mechanism of "three governance and integration". |
