| With the steady progress of the global overall political environment towards multipolarization,intergovernmental international organizations,as one of the most important rational actors except countries,also occupy a more and more important position in international social exchanges.Countries pay more and more attention to the role of intergovernmental international organizations in international cooperation.As a country with strong influence on the world political arena,the interaction between Russia and international intergovernmental organizations developed late,and also showed some characteristics in the process of interaction."Principal-agent" theory is the theoretical basis of this paper.According to the research theme,this paper determines the subject identification that the state is the principal and the intergovernmental international organization is the agent under the framework of "principal-agent" theory,and defines three core assumptions:states are rational principals,intergovernmental international organizations are rational agents,and there is information asymmetry between states and intergovernmental international organizations.In the analysis of the basic characteristics of the interaction between states and intergovernmental international organizations,this paper first defines the reasons why states authorize intergovernmental international organizations,and then discusses several different authorization mechanisms after states decide to authorize intergovernmental international organizations.After combing the theoretical part,this paper summarizes the interaction between Russia and global intergovernmental international organizations and the interaction between Russia and regional intergovernmental intern ational organizations respectively,then selects the World Trade Organization(WTO)and the organization of Petroleum Exporting Countries(OPEC)and Russia as cases for analysis.By combing the interaction process between Russia and the two organizations,it is found that both have the characteristics of continuous twists and turns.The difference is that after many twists and turns,Russia successfully entered the WTO,but did not choose to join the OPEC.For the different choices made by Russia,with the help of the core assumptions and interactive characteristics of the interactive relationship between the state and intergovernmental international organizations from the perspective of "principal-agent" theory,we can draw some commonalities and characteristics.In the process of interaction with the WTO and the OPEC,Russia is a rational client,and will evaluate whether joining the corresponding organization can realize its own interest preference from the political and economic levels;WTO and OPEC are also rational agents,both organizations have certain influences in the world,the internal structure of the organizations are complete and have high degrees of professionalism,they are good third-party communication and cooperation platforms.The difference is that in the process of interaction with the WTO,Russia has made greater compromises on interest preferences from the perspective of global and overall influence,while in the interaction with the OPEC,Russia pays more attention to the conversion rate of actual interest preferences,more obvious autonomy and dominant tendency,and is unwilling to make concessions.As far as the two organizations are concerned,the threshold for entry is very unequal.The accession process of the WTO is very complex,while that of the OPEC is much simpler.The strong information base of the WTO makes it have obvious information asymmetry in the process of interaction with Russia,which is also lacking in the interaction between the OPEC and Russia. |
