| As the epidemic is sweeping the world,compared with the West,China has demonstrated a superb level of social governance.The Chinese people’s confidence in the road and the system are constantly increasing,and their enthusiasm for scientific and efficient Chinese administrative decision-making mechanism and process research is unprecedentedly-high.This article analyzes the executive meeting of the provincial government of S as an example,trying to use the government process theory and decision theory to open the decision-making black box and show the real process of the provincial government’s decision-making.The executive meeting of the provincial government of S is composed of a specific group of people(including the governor,deputy governor,and secretary-general of the provincial government).It regularly holds research work and makes collective decision-making.It is the most typical decision-making meeting among the four collective meetings prescribed by the provincial government.,Studying the decision-making process of the provincial government’s executive meeting is of great significance to studying the decision-making process of the provincial government of S.To this end,this article analyzes the status of the provincial government executive meetings in the provincial government’s work,members and sub-tasks,topic content and meeting frequency.Through interviews,it is found that the working process of the provincial government’s executive meeting includes 5 steps:proposing issues,discussing issues,putting them on the meeting agenda,reviewing issues,and generating public policies.The study found that the decision-making process of the executive meeting of the provincial government obviously follows the decision-making that "strategy" and "decision" is separated in the way.With the meeting as the boundary line,it was obviously divided into two phases:"strategy" and "decision".By analyzing the decision-making process of the executive meeting of the provincial government,combined with the comparative analysis of the "Provisions on Major Administrative Decision Procedures of S Province",the whole provincial government’s decision-making is comprehensively sorted out:problem definition,alternative plan formulation,and alternative plan selection.It can be analyzed and interpreted from the following two aspects,decision-making participants and decision-making process.From the viewpoint of decision-making participants,the focus is to clarify the relationship between the decision-making-core,the decision-making-staff and the information collection system.Specifically,the information collection system provides information for the decision-making core to define problems,and the information collection system cooperates with the decision-making advice system to jointly formulate alternative plans.The decision-making advice system provides advices to the decision-making core to review and approve the alternative plans.Kingdon’s theory of multiple stream is used to find the Problems stream,Policy stream,and Political stream that are in line with China’s reality.Problems stream is defined by decision makers based on the urgency,severity,and personal preferences of the problem,mainly from higher-level requirements,job performance requirements,and personal requirements.Policy stream is a step-by-step processing of the draft decision,showing the gradual process and Simon’s decision-making principle.Political stream permeates the entire decision-making process,and is embodied in a level-by-level responsibility of the administrative system,the game of interests between departments,and the democratic centralization of collective decision-making.This gives birth to a new multi-stream model that is applicable to the entire decision-making process,not just the establishment of the agenda.It is also revealed through analysis that there are issues such as excessive influence of decision-makers,incomplete information presentation,insufficient participation of experts and scholars,and no over-examination standards for decision-making drafts that affect the scientificity of decision-making.Accordingly,several suggestions are proposed to improve decision-making,such as improving the self literacy of decision-makers,broadening information channels,strengthening political and academic interaction,and enhancing decision-making procedures. |
