Study On The Construction Of Grass-roots Party Organizations In Biancang Town Of Yancheng Under The Background Of Rural "Hollowing Out"

2021 is the opening year of Jiangsu’s"14th Five-Year Plan",marking that the development of all aspects of Jiangsu society will enter a new stage,and the implementation of the "14th Five-Year Plan for Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization Plan" in Jiangsu Province has pointed out the development direction for the development of agriculture and rural areas in Jiangsu Province,and has also outlined a forward route for promoting rural revitalization.The "Plan"emphasizes the need to establish and improve the rural governance model led by party building,especially to improve the efficiency of grass-roots organizations,and fully implement the construction of village-level party organizations by township party committees,so as to improve the level of rural governance.However,with the rapid development of industrialization and urbanization,large-scale rural labor flows outward,but also takes away funds,technology,knowledge and other resources,resulting in the rural areas falling into a "hollowing out" situation,so that there are various difficulties in the construction of rural grass-roots party organizations.If these problems are not effectively resolved,it will affect the party’s ruling position in rural areas and will not be conducive to the long-term development of rural areas.Therefore,how to strengthen the construction of party organizations in the context of rural "hollowing-out" and give play to the leading role of grass-roots party organizations in leading rural social development is a problem worth studying and exploring in the current process of rural development.Taking Biancang Town of Yancheng city as the research object,this paper firstly combs the basic concepts and relevant theories of rural "hollowing out" and rural grassroots Party organization construction.Secondly,through field investigation,interview and other forms to understand the rural "hollowing out" and rural grassroots party organization construction status quo.Town in recent years,storehouse by strengthening the party’s own construction,strengthening the party members’ education management,the implementation of "five groups"execution of work and so on,effective grass-roots party construction,but due to the"hollowing out" of the system to carry out the countryside grass-root party construction and the party member management requirements high,work hard to adapt to the modernization,and warehouse town rural grassroots party organizations construction faces enormous challenges.Again,and then the storehouse town rural "hollowing out" of the actual situation of this paper analyses the current party organization construction of the party organization needs to improve self building,the party members to own request is not high,driving the development of rural economy is not strong,and study the cause of these problems work system,personnel,leadership,etc.Finally,based on the research conclusions,combined with the actual situation of Biancang town,put forward effective measures such as improving the construction of rural grassroots Party organizations,strengthening the implementation of the management system of grassroots party members,and increasing resource investment to continuously strengthen the construction of grassroots Party organizations.
