A Study On The Ability And Quality Improvement Of Rural Grass - Roots Party Organization

Since the new century, development in rural reform has stepped into a new historical period. Rural political climate, social economic development and living standard in rural areas have all been improved. However, new conditions and new problems keep appearing. If we want to look into this problems and solve them, we are firstly supposed to get strong supports from the communist party principals of villages.Whether those conditions and problems can be solved reasonably depends on abilities and qualities of the Communist Party principals of villages. At present, the abilities and qualities of the village communist party principals have been greatly improved compared with that of 30 years ago. There is not only an apparent change in political qualities and ideas but also an improvement in the rural economic development and the ability of leading peasants to get rich. However, there is still a long way to go to meet the real demand of rapid rural economic development. Thus, how to further improve the abilities and qualities of the village communist party principal from the perspective of actual demands becomes an important research project of present.Based on the built of a well-off society in an all-round way, and from the perspective of Marxism-Leninism, Maoism, Design, and the Party’s mass line, and through discusses on past studies among academic field on the abilities and qualities of leaders both in and abroad, this paper summarizes the abilities and qualities that the village communist party principal should own and illustrates the importance of improving them. At the meanwhile, actual researches and observations were made to look into the abilities and qualities of the village party communist principals and find the problems and their primary causes in terms of the issue. Finally, concrete measures to improve the abilities and qualities of the village communist party principals are prospectively put forward in concerned with the direction of rural economic development.The first part in this paper illustrates the abilities and qualities that the village communist party principals should own and the importance of improving those abilities and qualities. Village communist party principals are not only leaders among rural grassroots parties, but also core characters in rural party work and rural matters. Moreover, they are also an important guarantee for the solidity of the Communist Party in rural governance foundation. Without careful implementation of every guideline or policy, there will be no guarantee for the harmony of rural society.The second part of this paper mainly analyzes the current condition of the abilities and qualities of village communist party principals whose current problems are summarized after deep researches and analysis on literature. And the problems are analyzed from the aspects of consciousness, learning ability, supervisory mechanism, administrative mechanism, and educational development.The third part of this paper deals with measures and suggestions. It scientifically put forward the way to improve the abilities and qualities of the village communist party principals. The first step is to perfect system mechanism. Secondly, to construct an occupational ability system for the village communist party principals. And the last step is to construct an occupational quality system for the village communist party principals.
