Municipal administrative law enforcement hierarchical supervision mechanism is the most basic and common self-correction system within the self-healing,independent and comprehensive administrative supervision system of governments and functional departments at all levels with the administrative division of "city" as the unit,which is an important mechanism for administrative administration according to law,improving administrative efficiency and preventing corruption of administrative power.It is an important mechanism to prevent and control corruption of administrative power;it is a timely and effective supervision mechanism after the deepening reform of administrative law enforcement system and the sinking of administrative law enforcement power to the grassroots level;it is a hierarchical supervision structure through the construction of"municipalities-districts（counties）-townships（streets）"."City"-"county"-"township",to speed up the modernization of municipal social governance a powerful measure."Municipalities" are an increasingly important unit of social governance action,and in the field of administrative law enforcement,it is necessary to break through the hierarchical boundaries of "county governance" and "township governance",and at a higher level Research and formulate law enforcement policies,innovate and improve the law enforcement system,and integrate and deploy law enforcement forces.By expanding the geographical perspective of administrative law enforcement supervision at the "municipal level",we can better regulate the government’s behavior and cope with the increasingly prominent social conflicts caused by the normal concentration of population in large cities above the prefectural level under the process of urbanization,as well as the new development of integrated law enforcement,decentralization of law enforcement and urban-rural integration under the reform of comprehensive administrative law enforcement system.However,China’s previous policy on "municipalities" has not been fully implemented.However,not much research has been done on the governance of"municipalities" in China,and the research on the supervision of municipal administrative law enforcement is even more limited,and a perfect,sound and paradigmatic mechanism for the supervision of municipal administrative law enforcement has not yet been formed.Therefore,this paper starts from the basic theory of municipal administrative law enforcement hierarchical supervision mechanism,discusses the status of administrative law enforcement hierarchical supervision in municipal governance,the basic nature and basic form of municipal administrative law enforcement hierarchical supervision,and takes the current situation of law enforcement hierarchical supervision in the representative cities of Jiangsu Province,South,Central and North Jiangsu Province as an example to clarify that the current hierarchical supervision in the housing and construction system has imperfect hierarchical settings among the supervisory levels,and the supervisory methods are The current hierarchical supervision of the housing and construction system is characterized by the imperfect setting of hierarchical levels,the arbitrary nature of supervision,the lack of a complete operational mechanism,professional talents and cooperation.Further,the causes of the problems are insufficient legislative basis,queer supervision means,operation mechanism vulnerable to complex factors,and outdated supervision concept.Through the combination of theory and practice,we finally propose to establish a unified supervision basis,clarify the relationship of authority and responsibility of law enforcement subjects at different levels,standardize supervision methods,establish a supervision and coordination agency,promote informationization of supervision at the level,and introduce a new concept of flexible and cooperative governance to improve the current municipal administrative law enforcement level supervision mechanism,so as to establish and improve an adaptable,model and transplantable municipal administrative law enforcement field The mechanism of hierarchical supervision.
