Research On The Intellectualization Of Social Governance In Ruian City,Zhejiang Province

Since the 18th National Congress of the Communist Party of China,General Secretary Xi Jinping has put forward a series of new concepts,new thoughts and new strategies for promoting the modernization of the national governance system and governance capabilities.The report of the 19th National Congress of the Communist Party of China further proposes to build a social governance structure featuring joint construction,co-governance and sharing,and to improve the socialization,legalization,intelligence,and professionalization of social governance.In 2020,Wenzhou proposed to create a pilot city for modernization of social governance across the country,and proposed to deepen smart governance,make better use of big data,cloud computing and other digital technologies,promote smart practical applications,and highlight"integrated smart governance,efficient smart governance,and refined smart governance." Strengthen the support of municipal social governance.For a long time,as one of the main sectors of Wenzhou’s urban development,Ruian City has undertaken an important task of social governance in Wenzhou City.In the 14th Five-Year Plan,Wenzhou proposed to build an overall spatial pattern of "one main,two auxiliary,three axes and four belts",and the inclusion of Rui’an urban area in the main center construction scope means that Rui’an is important in the urban core area of Wenzhou,as well as the society.The volume of governance will increase significantly.In the rapid progress of urbanization,how to deal with a large number of hidden risks,a large number of governance elements,and complex group and class conflicts are important issues that need to be considered in the process of promoting the modernization and intelligentization of grassroots social governance.This article will start with the concept of social governance,analyze the evolution path of "social governance" theory and practice in different periods,and try to clarify the role,management mode,and governance needs of the government in the process of social governance at different stages of development.Combining with the theoretical and realistic backgrounds of Ruian City’ s promotion of the intelligent construction of social governance,try to describe the theoretical guidance for the development of social governance modernization by the central government,Zhejiang Provincial Party Committee,Wenzhou Municipal Party Committee and Ruian local government during the "14th Five-Year Plan" period,in order to promote governance It provides basic path and direction.Through the analysis of examples in recent years,Ruian City has explored the path and effectiveness of promoting the intelligent construction of social governance,summarized its preliminary experience in improving the level of intelligence and modernization of grassroots social governance,and analyzed the current status of the grassroots social governance environment and the process of intelligent construction in Rui’an.Existing main problems,and put forward targeted suggestions and countermeasures to further improve the efficiency of grassroots social governance in Ruian City,provide reference for other counties(cities,districts)with similar conditions,and provide the public with better public services and society surroundings.
