| The report of the 20 th Party Congress proposes,"Improve the social governance system,improve the social governance system of co-construction,co-management and sharing,and enhance the effectiveness of social governance." Grassroots governance is the cornerstone of social governance,and improving the level of grassroots governance is a key link in achieving the effectiveness of social governance.However,problems presented in grassroots governance such as insufficient villager participation,low level of public services and serious administrative tendencies have hindered the effective improvement of governance,and rural grassroots governance is in urgent need of transformation.With the continuous embedding of digital technology,driving the transformation of grassroots governance to digitization,which is conducive to breaking the barriers of information,space and role interval,effectively widening the boundaries of governance,optimizing the supply of public services,cultivating rural communality and shaping rural communities,thereby enhancing the effectiveness of grassroots governance.However,digital technology embedded in rural society may also have negative impacts on rural governance,firstly,the governance burden caused by the disconnect between digital technology tools and governance goals,and the lack of digital literacy and skills;secondly,the institutional tension between digital governance and the existing hierarchy,and the digital presentation of rural governance affairs and governance effectiveness by the grassroots government,which leads to "digital formalism" and the problem of "suspension" of governance.Based on this,this paper takes rural grassroots digital governance as the research object,selects some villages(communities)in Datong Town and Pingle Town of Qionglai City,Sichuan Province as the sample area for field research,adopts literature research method,field research method and descriptive statistical analysis,based on participatory governance theory,digital governance theory and empowerment theory,to deeply understand the current situation of grassroots digital governance in the sample areas,deeply analyze the existing problems and reasons,and propose targeted countermeasures and suggestions based on this.The study finds that the pace of information construction in the sample areas continues to accelerate,creating a development environment for digital governance.The "Weicun" platform empowers grassroots social governance in the sample areas,broadens the management of grassroots public affairs,promotes the extension of public services to the rural grassroots,and realizes the deep integration of the digital governance platform with grassroots party construction,village affairs management,government services,convenience services,online legal services,rural public safety,rural industrial development,etc.,so that the sample areas have achieved remarkable results in enhancing the emotional connection among village people,strengthening the cohesion of grassroots party organizations and regulating the governance behavior of village cadres.However,grassroots digital governance in the sample areas still faces problems such as insufficient participation of governance subjects in terms of breadth and depth,lack of practicality of the governance platform and rapid loss of users,and limited conditions for digital development of grassroots governance.The main reasons for this are the limited ability of villagers to participate in grassroots digital governance,the gap between the governance capacity of village cadres and governance needs,the lack of governance platform design and operation and rural reality at the county level,and the lack of local government support for grassroots digital governance.And accordingly,corresponding improvement measures are proposed from three levels of grassroots digital governance subjects(villagers and village Cadres),digital governance platforms and digital development conditions. |
