"Idle Execution" In The Reform Of Digital Government At The Grassroots Level From The Perspective Of Organization

With the development of digital government reform,the digital gap between urban and rural areas has not yet been bridged,but the failure of government reform has appeared in many areas.The ineffective operation of digital government reform reflects the essential problem that technology empowerment cannot be transformed into management efficiency.Why did the digital government reform,which was originally to improve the efficiency of grass-roots governance,make grass-roots organizations fall into a state of "idle implementation" that they are tired of coping with? Therefore,this paper studies the dynamic implementation process of digital government reform in the form of cases.According to the idea of "determine the research object-build the analysis framework-observe the operation characteristics of the organization-explore the logic of policy implementation",this paper takes l township of Fushi city in Guangdong Province as an example,and analyzes it by participatory observation and in-depth interview.The empirical research finds that: first,the policy "idle implementation" reflects the problems of "implementation problems cannot be fed back,management and service are difficult to land,grassroots traces are rampant".The digital government reform that this paper focuses on is largely in response to the call of "deregulation service" reform,and it is easy to ignore the response to the actual needs of the people.Secondly,by using the dimensions of inter organizational relationship,internal characteristics and external environment,it is found that each dimension has three logics of avoiding responsibility,technology and field respectively;among the top and lower levels of bureaucratic organizations,there are task-based pressure,high-pressure accountability and avoidance behavior;inside,there are responsibility based pressure and technology governance;outside,there are demand based feedback and separation from embeddedness.Third,the fact level shows that provincial and municipal governments are tough to implement,and stress the importance of "trace management" through quantitative task decomposition and multi-level evaluation system;district and county governments directly convey the tasks of their superiors,but they will also reach a consensus with the basic level organizations to put aside,so as to reduce the pressure;the implementation goal of town and street governments is to complete technology The governance task is to capture the authorized bureaucratic elites and help each other to resolve the assessment task through the strategies of task decomposition and interest binding,and seeking appropriate interests for the village organizations.Obviously,the grass-roots organizations pay more attention to the thinking of technological governance and tend to ignore the response to the needs of the people;the semi formal governance of grass-roots organizations,to a certain extent,intensifies the loss of trust between the government and the people and reduces the sense of the people.Reform suggestions: First,"idle execution" is a problem that is easy to occur when the reform task sinks to the grass-roots level.We should consider the bearing capacity of the grass-roots level for a large number of transactional work sinks,develop a flexible and flexible assessment system,and give the grass-roots level greater Execution Authority.Second,we need to break the problem of governance decoupling,pay attention to and improve the demand expression mechanism in public services,and realize the mutual construction of grass-roots organizations and governance situations.Finally,we will alleviate the formalism and trace of grass-roots governance,and provide accurate,adaptive and effective digital services for the public.
