| In the process of carrying out agricultural and rural work in China,village cadres,as a group in direct contact with villagers,are the key to whether the party and government at all levels can effectively promote rural work.In particular,the implementation of the Rural Revitalization Strategy puts forward higher requirements for rural work,and the village cadres are the outstanding force in carrying out the Rural Revitalization work.In the national comprehensive promotion of the Rural Revitalization Strategy,they shoulder the important responsibility of effectively implementing all kinds of policies,guidelines and routes in the vast rural areas.In the process of promotion,if there is no set of incentive measures for village cadres to match and implement,in the face of the current increasingly heavy work tasks at the rural grass-roots level,the village cadre group is likely to weaken its enthusiasm and executive power,which will directly affect the effective implementation of the Revitalization Strategy of our country’s hometown villages.Therefore,how to build a team of village cadres who stress political rules,have responsibility and are good at rural work through effective incentives;How to attract more outstanding talents to go to the countryside and be willing to come to the grass-roots level to enrich the talent guarantee of rural work;How to give more efficient play to the subjective initiative of village cadres to participate in Rural Revitalization has become the key to comprehensively promote rural revitalization,and it is also the key topic of the current research on grass-roots social governance.Because of its unique geographical location and closer relationship with the city,the suburban countryside is different from the general countryside both in the development of Rural Revitalization and in the development of other fields.Especially the village cadres in suburban villages also have their unique particularity.Based on the two factor theory and achievement need theory,this paper analyzes the incentive status of village cadres in C town in terms of salary and performance appraisal,academic improvement and learning training,social security and departure subsidies,honor spirit and development improvement,and combined with the summary data of questionnaires and interviews,Analyze the problems and reasons of the current incentive measures in C Town,and then increase the economic treatment and improve the security level;Strengthen reward and encouragement,and pay attention to care and care;Improve the promotion mechanism and expand communication channels;Optimize training methods and improve learning effectiveness;Improve the assessment mechanism and pay close attention to fault tolerance and error correction;Combined with Rural Revitalization and integration of factor guarantee,this paper puts forward ways and methods to further improve the incentive policies and measures of C town.Under the Rural Revitalization Strategy,it provides relevant suggestions for the public sector to study the incentive of suburban village cadres more standardized,reasonable and efficient,and helps the public management department to provide reference and reference in exploring the construction of grass-roots cadres and improving the effectiveness of grass-roots cadres. |
