Research On Strategic Emerging Industries’ Developments Mechanism Of Local Government From The Perspective Of Holistic Governance

Developing strategic emerging industries is an important deployment made by China to ensure sustainable economic and social development and maintain international competitiveness.After about 10 years of development,although great breakthroughs have been made,there is still a certain gap with developed countries.Especially in the less developed areas in China,the industrial strength is weak and the main industries are traditional low-end,facing the problems of high environmental pressure,shortage of resources,shrinking market and weak growth.Due to the high risk of developing strategic emerging industries and the positive externality of achievements,the government needs to play a greater role in guiding and supporting it.Although local governments in China have laid out plans to promote strategic emerging industries,their achievements are limited.There are problems in their working mechanism,such as lack of unified goal orientation,scattered resources and means,lack of coordination of policy tools,inter subject credit crisis,lack of integration power,lack of cooperation among multiple subjects,and insufficient overall effectiveness.The sustainable development of economy and society requires new technologies and new industries,as well as institutional innovation and reform to provide support.The holistic governance theory is the latest public governance theory proposed to deal with the fragmentation in governance under the background of the in-depth application of information technology.It provides a suitable path reference for China’s local governments to optimize the development mechanism of strategic emerging industries.From the perspective of collative governance theory,taking the mechanism of developing strategic emerging industries by the local government of N city in Guangxi as an example,this paper deeply studies its existing mechanism and operation,existing problems,analyzes the reasons,draws lessons from the experience of typical regions at home and abroad,and puts forward the strategies to optimize the mechanism of developing strategic emerging industries by the local government.Use new perspectives and theories to solve the problems existing in the development of strategic emerging industries by local governments,and expand the application research field of holistic governance.
