| Frequent major emergencies disasters have always been the focus of attention of people around the world.When a disaster occurs,being able to quickly formulate a reasonable emergency rescue plan can significantly save livess and reduce economic losses.Reasonable dispatching arrangements for emergency supplies can improve the efficiency of emergency rescue,and it also reduce the competitiveness of different disaster-stricken locations for emergency supplies.To ensure that relief supplies can provided timely and rescue work can be operated smoothly.This dissertation takes emergency rescue as the background,based on theoretical knowledge of emergency logistics,emergency supplies and dispatch,interference management,etc.And it also studies the dispatching of emergency materials considering the urgency of demand,the emergency material scheduling problem considering the urgency of demand and its and interference management are studied,and the main research contents are as follows:Firstly,summarizing the current research status of emergency supplies dispatching and its interference management.After analysis found that it is of great significance to classify the urgent needs of emergency supplies in disaster areas.Therefore,the sensitivity of the indicators is judged by the Delphi method to confirm the overall indicator system.And integrating the AHP and the Entropy method accronding to the principle of Minimum Entropy to obtain the comprehensive weight of the index.Then using the Grey Relational Analysis to improve the TOPSIS to establish an evaluation model to study the demand urgency of the disaster-stricken point,so as to provide theoretical support for disaster emergency rescue.Secondly,when a disaster occurs,the goal of the emergency services is to complete the rescue mission in the shortest time and at the lowest cost,but people’s goal is to get help from relevant government departments as soon as possible.Therefore,based on the amount of emergency supplies required by each point,a material scheduling model by the urgency of disaster point demand for supplies is established.Designing the NSGA-Ⅱ based on the characteristics of the model,which was combined with the data of COVID-19 in Hubei Province for example analysis.And compared the results with the NSGA algorithm to verify the efficiency of the design algorithm and the result is more superior.Finally,there will be a lot of interference factors during the implementation of the rescue plan.Therefore,based on the idea of interference management and the urgency of the emergency supplies at the disaster site,the initial scheduling model is constructed with the objective function of minimizing the total scheduling time.From the perspectives of emergency material demand point,emergency decision-making department and material distribution route,the impact of interference events on the initial scheduling plan is measured,and the disturbance recovery plan is solved by genetic algorithm,which provides a certain reference for actual emergency rescue decision. |
