At present, the Chinese government is attaching increasingly more importance to the response of major emergencies. The efficiency of the emergency response is based primarily on the rapid and adequate preparation and scheduling of emergency supplies. As a consequence, this dissertation studies the optimization method of emergency supplies preparation and scheduling in major emergencies, as well as the coordination strategy of the preparation and scheduling.Before the occurrence of major emergencies, the government should prepare various kinds of emergency supplies. Not only must it make sure the preparation is sufficient but not redundant, but also the collocation storage of different types of emergency supplies should be taken into consideration. If the prepared emergency supplies cannot meet the relief requirements, the government should requisite emergency supplies from suppliers as soon as possible. During the requisition process, the government must negotiate with the suppliers quickly to obtain inexpensive emergency supplies with high quality. Additionally, the government must ensure that the amount of the requisition fully meets the relief requirements and should not focus on costs too much. After obtaining the emergency supplies, the government should transport them to the disaster area immediately. In order to improve the efficiency of emergency supplies scheduling and transportation, the government should make full use of IOT and AI technology and give thorough consideration to the collocation transportation of different types of emergency supplies and rescuers. Therefore, the main contents of this dissertation are as follows:(1) It proposes an emergency supplies preparation model based on stochastic inventory theory and multi-objective programming. Afterwards, it employs Matlab to analyze the sensitivity of this model and acquires valuable conclusions. The model can be utilized to calculate the optimal preparation amount of various kinds of emergency supplies. The dissertation also proposes a demand forecasting model of emergency supplies based on system dynamic approach which can be employed to roughly predict the short-term requirements of emergency supplies in future after the occurrence of the disaster.(2) It establishes an emergency supplies requisition negotiation model based on evolutionary game theory and system dynamic approach, by which it concludes a “WRAD” principle that the government should follow while negotiating with the suppliers. Specifically, the government should:(i) ensure the low price not lower than a threshold value;(ii) make the difference between the high and low price not lower than a threshold value;(iii) follow the principle of “descending choice and ascending negotiation” while selecting multiple suppliers to negotiate. These findings can assist the government to acquire emergency supplies with high quality and reasonable price with the fastest speed while negotiating with the suppliers.(3) It raises an emergency supplies transportation question in the condition of frequent change of demand and vehicle number. Subsequently, it employs a dynamic programming method to propose a transportation routes distribution method based on the known supply sequence of the disaster areas. Afterwards, it proposes a self-learning approach of the supply sequence of the disaster areas based on ant colony algorithm. Finally, it realizes the solution process in Matlab which can be used to calculate optimal transportation strategy of emergency supplies.(4) It establishes an emergency supplies preparation and scheduling model based on queuing theory. Afterwards, it designs a preparation, scheduling and transportation workflow system of emergency supplies based on Petri Net. Finally, a preparation and scheduling simulation system framework of emergency supplies with high operating efficiency is realized. The framework can coordinate the preparation and scheduling process efficiently and shorten the total time consuming of the preparation, scheduling and transportation of emergency supplies.(5) It proposes an internet-based group decision-making mode of emergency supplies preparation and scheduling. Then, it obtains an Agile-Delphi decision-making process and algorithm program of emergency supplies preliminary estimation. Moreover, it analyzes the key impact factors of the emergency supplies preparation and scheduling process and summarizes an overall decision-making process of emergency supplies preparation and scheduling. In the end, it designs a decision support system based on ASP.NET and SQL Server which integrates all the algorithms and principles proposed by this dissertation.
