The Logic And The Way Of County Level Comprehensive Administrative Law Enforcement Reform ——Based On The Case Study Of Longgang City Under The Vision Of Holistic Governance

Comprehensive administrative law enforcement reform is an important way to transform government functions,and its importance is becoming more prominent in national governance in the new era.Since the county government is the bond between the grass-roots level and the higher-level governments,prompting the reform of its comprehensive administrative law enforcement is not only an important step to improve the modernization of county’s system and capacity for governance,but also an important step to advance the modernization of China’s.At present,although China’s county comprehensive administrative law enforcement reform has won some great achievements,it is also faced with a series of dilemmas in integration,coordination,trust and supervision.Holistic governance provides an observation perspective for further reforms.Based on the three mechanisms of coordination,integration and trust of Holistic governance,this thesis constructs four mechanism analysis frameworks of Holistic governance,which are holistic integration mechanism,holistic coordination mechanism,holistic trust mechanism and holistic supervision mechanism.By using this analysis framework to analyze the practical exploration of Longgang comprehensive administrative law enforcement reform from the four dimensions of integration,coordination,trust and supervision,it is found that there are still some problems in the comprehensive administrative law enforcement reform in Longgang city,such as the difficulty of changing the fragmented law enforcement concept,cooperating with the departments concerned,dividing rights and responsibilities,and optimizing the law enforcement team,and the last problem is low extent of data integration and sharing.Next,the thesis analyzes the causes of the reform dilemma from three aspects: the difficulty in breaking departmental interest barriers,the deviation in policy implementation and the lack of effectiveness of the overall governance mechanism.And then it puts forward the solutions to solving the reform dilemma from the four dimensions of integrating law enforcement concept,optimizing mechanism,enabling digital technology and cultivating talents.Finally,there are still some problems to be discussed in the reform of county administrative law enforcement.First,how to resolve the contradiction between "digitalization" and "humanization" of law enforcement;Second,how to seek the balance between comprehensive and professional administrative law enforcement;Third,how to weigh the "degree" of the concentration of the law enforcement power.
