Study On Comprehensive Law Enforcement Reform Of Urban Management In Yinzhou District From The Perspective Of Holistic Governance

With the continuous development of the economy,the steady advancement of urbanization,and the ever-increasing urban area,how to improve law enforcement and service levels and promote the comprehensive mediation of urban management issues has risen to an urgently high level.Comprehensive administrative law enforcement is a new type of law enforcement mode that promotes the construction of a legalized city and realizes the long-term stability of the city.It has the characteristics of law enforcement subject,comprehensive law enforcement authority and unified law enforcement team.It has been explored and practiced for more than ten years from all over the country.Look,this model has played an important role in improving the city appearance environment,maintaining the normal operation order of the society,and standardizing the construction of a service-oriented government.As a new public governance paradigm,holistic governance emphasizes cross-sectoral collaboration and cross-regional information resource sharing.Through the integration of hierarchy,function and value,the bureaucracy under the bureaucracy is cumbersome,the functional boundaries are ambiguous,and the respective governments are independent.The fragmentation problem was resolved,and government management efficiency and service levels were improved.In the perspective of holistic governance,the comprehensive administrative law enforcement reform of urban management is a complex system project,which is related to all sides of the city.The reform is like a double-edged sword,which brings the well-being of the people and inevitably contains contradictions and problems.This paper,starting with the basic concepts of urban management and comprehensive law enforcement,and taking the Yinzhou District of Ningbo as the research object after the zoning adjustment,studies the measures and current situation of the comprehensive law enforcement reform of urban management in the new area,and considers that the lack of integration of value concept,the lack of power allocation and department cooperation,the unbalance of management and law enforcement functions,and the information of unbalance and information.The barrier and so on is the cause of the fragmentation of comprehensive law enforcement reform,and on this basis,it puts forward rationalization proposals on how to improvethe comprehensive law enforcement reform of Yinzhou District under the view of holistic governance.This article is intended to be discussed in four parts.The first part introduces the meaning and backdrop of the research,the ideas and methods,the difficulties and innovations of the research,and expounds the domestic and international status of the research and the overall governance theory.The second part introduces the reform process,law enforcement overview,reform measures and existing achievements by taking the comprehensive law enforcement reform of urban management in Yinzhou District as an example.The third part,using the core viewpoints of synergy and integration in the overall governance theory,enumerates the fragmentation performance in the comprehensive law enforcement reform in Yinzhou District,and makes an indepth analysis of the reasons behind these phenomena.The fourth part starts with the integration of legal resources,law enforcement subjects,team operation and responsibility mechanism,and proposes countermeasures to improve the comprehensive law enforcement reform of urban management in Yinzhou District.
