Research On Cross-departmental Data Sharing In The Construction Of Digital Government ——Take The Promotion Of Data Sharing By The Big Data Bureau Of J Province As An Example

The world has entered a new era of highly informatized development.With the rapid development of emerging technologies such as big data analysis,cloud computing,blockchain and artificial intelligence,the construction of digital government has also emerged after the strong promotion of the concept of "Internet + government services".As the key to effectively promoting government service reorganization and reengineering processes,building a government service chain,and significantly improving government governance capabilities,the effective circulation and sharing of government service data directly affects and even determines the efficiency of digital government construction.Therefore,the effective circulation and sharing of government service data has attracted more and more attention in the academic and political circles.However,as a key element of the effective operation of digital government,there are still certain problems in the effective sharing and circulation of data among government departments.The analysis of the existing literature on the research on cross-departmental data sharing in the construction of digital government found that although there are many research perspectives on this problem,they are also fragmented,and most of them focus on the research on the influencing factors of cross-departmental data sharing.The existing research lacks the analysis of the actual data sharing behavior,especially the research that observes and analyzes the occurrence and development process of the government’s cross-departmental data sharing from a long period of time,and also lacks the research that uses a complete theoretical framework to analyze this problem.Based on the deficiencies of existing research,this paper explores the action logic of each participant in the process of cross-departmental data sharing through a case study of the promotion of data sharing process of the Big Data Bureau in J Province,from the beginning of its construction to the basic completion of the relatively complete construction process.The research divides the action logic of the Big Data Bureau in the promotion of data sharing process into three types,namely logic one : dominated by formal system regulations;logic two : dominated by informal systems;and logic three :dominated by strategic interaction of "promoting return by use".Then use the theory of institutional collective action,the theory of control right and the theory of informal institutions to analyze the action logic of the data sharing initiator and participants in this process.And based on this analysis,enlightening countermeasures to alleviate the current cross-departmental data sharing dilemma are formed,including（1）Improve the supporting system and facilities,and increase the binding force of the system;（2）Refine the assessment index system and improve the implementation of assessment;（3）Balance the investment of resources in various regions and mobilize the positivity of all participants;（4）Broaden supervision and inspection channels and exert multilateral supervision powers.It is expected to contribute to the theoretical development and practical improvement of cross-departmental data sharing in the construction of digital government.
