Research On Data Sharing Among Provincial Government Departments Of Liaoning

Since the reform and opening up,China’s government governance level is improving.While achieving great results,it has gradually exposed many problems.The traditional urban governance model faces severe challenges,and the modernization of urban governance capability needs to be improved.Since the 18th National Congress of the Communist Party of China,the Party Central Committee has attached great importance to promoting the modernization of the national governance system and governance capacity through informatization,emphasizing the need to accelerate the promotion of e-government,open up information barriers,and plan government data resources.Based on the theory of synergistic governance with the status of Liaoning Provincial Government Departments’date sharing problems,using literature analysis and method of comparative to select the scope,technology,policy,supporting systems and risks of date sharing as analysis framework,this paper draw lessons from domestic advanced provinces and cities to provide effective advice on data sharing problems among provincial government departments of Liaoning.This paper is divided into seven parts.The first part is the introduction,which introduces the background,purposes,significance,literature review,research methods,innovative points and so on.The second part explains the research overview of date sharing among provincial government,the analysis framework of this paper,the role of among provincial government and the theory of synergistic governance as basis for this paper.The third part analyzes the status and effectiveness of data sharing among provincial government departments in Liaoning.The fourth part analyzes the problems of data sharing among provincial government departments in Liaoning and the reasons as well.The fifth part summarizes the practice of data sharing among provincial government department of four advanced provinces and gets the inspiration,which is the breakthrough of proposing countermeasures for the research.The sixth part proposes countermeasures for the problems and reasons in five aspects:strengthening informatization management of government data,improving policies and regulations on data sharing among provincial government departments in Liaoning,improving data sharing supporting systems,enhancing the ability of data sharing among provincial government departments and establishing a reliable security mechanism,by learning from the practices of four advanced provinces.The seventh part is a summary of this paper.Through analysis and research,this paper drew the following three conclusions:(1)Good date management is the basis of data sharing among provincial government departments.(2)Sound policies and regulations with supporting systems are the guarantee of date sharing among provincial government.(3)Setting up a new concept of date sharing is the key to solving problems of data sharing among provincial government departments.
