| The construction of digital government has now become a major move towards innovation for contemporary China local governments,which however is also facing serious challenges during the process,that is the implementation of government data sharing policy.Promoting crossdepartment,cross-level and cross-region government data sharing not only needs systematic improvement at the policy level,but also requires the synergy and coordination of the enforcement layer.Therefore,exploring the implementation of local governments data sharing policy is crucial to resolving the dilemma in the implementation process for local governments.Domestic and foreign scholars have discussed about the factors that will affect the implementation of government data sharing,both institutionally and technically,which has provided a broader perspective for further research.However,most of the existing studies have considered the government data sharing as a kind of organization,but fewer would have examined it from the perspective of policy implementation theory.And fewer have focused on the impact that the technical conditions for policy implementation,the data governance capability of data receiving government agencies and the personal data literacy may bring.Based on the case studies of Guizhou Province,we found that,in the context of policy synchronization,huge investment of resource,institutional innovation and diversity of executive agencies,policy innovation in underdeveloped areas really facilitates "curve overtaking".In-depth interviews and analysis based on 102 questionnaires received from provincial,city and county party officials in Guizhou revealed that there are outstanding problems like: "unwilling","afraid" and "unable" to share government data among departments at the enforcement layer;data quality,quantity,department coverage,etc.,in the full-cycle management process of government data;approval timelines and approval risks in the full-cycle scheduling process for data sharing;lack of public financial investment and insufficient supporting elements;different levels of policy awareness,lack of digital thinking and data governance skills among the enforcement officials.All of the above creates both institutional and technical dilemmas of the implementation process.The study shows that the mismatch between the government’s responsibility system and digital governance requirements is the main reason for information silo between departments.The conflict between policy goal setting and policy instruments and the ambiguity of policy language and division of responsibilities may lead seeming implementation to occur.In addition,it is difficult to integrate existing administrative rules with information technology.The economic environment can hardly drive the technical conditions due to multiple factors.There are conflicts between the traditional governance mindset of the enforcement layer,the emerging governance instruments,professionalism and information technology.With the idea of putting into practice the cluster policy concept,it is proposed to introduce supporting implementation rules with clear objectives and concrete texts,optimize the structure of policy tools in big data industry,explore flexible mechanisms that adapt to the data sharing needs of different levels of government,enhance the data governance capacity of big data management departments,strengthen the resource allocation of government data sharing policy,optimize the economic and technical conditions for implementing the data sharing policy,strengthen the digital thinking and data governance capabilities of the enforcement layer and cultivate the public demand for government data sharing and etc..With the above methods,the interdepartmental government data sharing policy may be implemented and achieve results. |
