Study On The Government Function Of Emergency Industry Development In Public Health Emergencies ——Taking Mask Production In CDVID-19 Pandemic As An Example

The outbreak of public health emergencies is highly harmful,undermines social stability and development,and poses a great threat to the safety of people’s lives and property.The continuous development and progress of economy and society has created good conditions for the development of emergency management.The overall improvement of emergency management ability puts forward higher requirements for government functions.As an important part of emergency management,the emergency industry has developed rapidly under the high attention of the state.However,due to the spontaneity of the market itself and the sudden and unpredictable characteristics of public health emergencies,it has created difficulties for the development of emergency industry.Therefore,the research on the function of the government in the development of emergency industry in public health emergencies is of great significance.At present,the research on the emergency industry in our country is still at the primary stage,and the current research results generally lack the function embodiment of the government in the research process of the development of the emergency industry.In order to improve the systematic cognition of the government function in the emergency industry and improve the function of the government in the development of the emergency industry,this paper analyzes the current situation of the government function in the development of the emergency industry in public health emergencies,and finds that the government generally has the functions of overall planning,resource integration,policy implementation,coordination control and supervision regulation.It is taking mask production in CDVID-19 pandemic as an example.Using the Robert Heath 4R crisis management model,the four stages of mask production process and the government functions are integrated and summarized.The whole evolution cycle of mask production is systematically reviewed.The study found that the government has the functions of overall planning,coordinating and promoting industrial operation,formulating relevant policy guidance,resource integration,strengthening publicity,supervising and standardizing industrial development in mask production.After summarizing the cases and taking the 4R crisis management model as the analysis framework,this paper discusses the exertion of government functions in the development of emergency industry in public health emergencies from point to area.It is considered that there is poor early warning effect in the reduction stage,insufficient crisis awareness in public health emergencies,inadequate overall planning in the preparation stage,and untimely guidance for the development of emergency industry,insufficient optimization of policy implementation in the response stage,insufficient response-ability to public health emergencies,insufficient coordination and control ability in the recovery stage,imperfect guarantee system after the event.The main reasons are that the early warning mechanism of public health emergencies is imperfect,the guidance mode for the development of emergency industry is single,the management ability for the development of emergency industry is insufficient and the supervision of emergency industry is insufficient.According to the existing problems and causes,this paper puts forward targeted countermeasures,it means that the government should reduce the stage to reduce the stage to reduce the impact of public health emergencies,guide the correct direction of emergency industry in the preparatory stage,strengthen the construction of government response capacity in the response stage,and strengthen the security system in the recovery stage.Thus,it is conducive to the exertion of government functions and the improvement of emergency management ability.
