| With the rapid development of China’s economy,many public health practices have taken place all over the country,which not only threatens the safety of public life and property,but also tests the ruling level of the government.Under the severe background of COVID-19’s global popularity,this paper takes Henan province against COVID-19’s prevention and control background,based on the theory of crisis management and collaborative governance theory,first analyzes in detail the overall situation of COVID-19 in Henan,at the same time,it also sorts out the practices and shortcomings of the government in all aspects of emergency management,and then describes the relevant stages in different stages of prevention and control.Finally,it summarizes and accumulates the experience.Finally,based on the theory of crisis management,this paper expounds the importance of the whole process of emergency management.Taking public health emergencies in Henan Province as the research object,this paper introduces the specific situation of the government in the process of emergency management,and formulates operational strategies from three perspectives of pre crisis,crisis and post crisis.First,we must do top-level design,give full play to the superiority of China’s socialist system with Chinese characteristics and practice Xi Jinping’s theory of governing the country in the new era,comprehensively coordinate all aspects of government,social institutions and non-governmental organizations,and be able to effectively respond to major emergencies.Secondly,in view of the deficiencies in the current local government response to public health emergencies,we should take improving the emergency management system,improving the emergency management ability and promoting the effectiveness of emergency management as the research tasks at present and for a long time in the future. |
