Research On Liaoning Provincial Government To Promote The Transformation Of Scientific And Technologicalachievements

With the progress and development of society,the social productivity is required to be continuously improved.At a time when economic development is increasingly dependent on the support of science and technology,how to realize the simultaneous improvement of science and technology and social productivity,and realize the organic integration and mutual promotion of the two is the focus of the current society.The transformation of scientific and technological achievements is an important link in the close integration of these two systems.It can not only promote the high-quality development of the economy,but also feed back the continuous innovation of science and technology,thereby continuously improving people’s living standards and enhancing the overall national strength.In the context of the country’s continuous creation of a scientific and technological innovation atmosphere and the strengthening of the transformation of scientific and technological achievements,Liaoning Province has taken advantage of the situation and taken multiple measures to continuously encourage scientific and technological innovation.The indicators increased steadily,and the technological innovation capability continued to improve.However,due to various reasons such as platform construction,policy system,fiscal and taxation arrangements,there is still a large gap between Liaoning Province and other advanced provinces in terms of comprehensive scientific and technological innovation capabilities.For example,the channels for scientific and technological transformation achievements are not smooth,the transformation rate is low,and the transformation benefits well and then the role in supporting the improvement of social productivity is not prominent,and the contribution to the economy still needs to be improved.Therefore,from the perspective of the Liaoning provincial government,based on the background of public administration,and supported by Schumpeter’s innovation theory,technology diffusion theory and policy process theory,this paper analyzes the Liaoning provincial government’s policy status,production and production in promoting the transformation of scientific and technological achievements.Status,talent team status,funding security and platform construction.Through the analysis of the current situation,the problems existing in the promotion of the transformation of scientific and technological achievements by the Liaoning provincial government are explored,which are mainly manifested in insufficient policy documents to support the transformation of scientific and technological achievements,inefficient government functions in the process of transformation of scientific and technological achievements,low financial investment in the transformation of scientific and technological achievements,and scientific and technological achievements.The transformation of supply and market demand is not accurate,and the underlying reasons for each problem are analyzed.Finally,drawing on the advanced experience of Hubei,Shanghai,Jiangsu and other domestic provinces（municipalities directly under the Central Government）that have made remarkable achievements in promoting the transformation of scientific and technological achievements,from optimizing legislative thinking,improving policies and regulations,rationally dividing powers and responsibilities,clarifying department functions,and improving fiscal and taxation systems,put forward suggestions on promoting the transformation of scientific and technological achievements in Liaoning Province in terms of increasing financial investment,building a transformation platform,and improving intermediary organizations.
