| With the increasingly close relationship of Global trade and the rapid development of international service trade,service trade has become the top priority of international economic development.The subsidy of service trade is the main way for countries to support the development of their service industry.On this basis,GATS has established a basic framework to restrict the possible negative impact of subsidies.The subsidy rule of service trade is not only an important rule of world international trade,but also the cornerstone of developing service trade among WTO members.Therefore,promoting its improvement is an inevitable choice to promote the development of world economy.GATS is formed to eliminate barriers to international trade in services and implement the liberalization of trade in services.It was established earlier and is the product of compromise among Member States.There are many problems with unclear agreements and definitions.Therefore,gradually improving its agreed content is the primary way to deal with disputes arising from service trade among countries.Taking WTO as the framework,this paper mainly discusses the article 2 most favored nation treatment,Article 15 subsidies,Article 17 national treatment and some relevant annexes of GATS.The first chapter focuses on the basic theory of service trade subsidies,through the analysis of the practical significance and judgment elements of service trade subsidies,combined with the necessity of establishing multilateral rules of service trade subsidies in the framework of WTO,The second chapter studies the most favored nation treatment principle and national treatment principle regulating service trade subsidies in GATS,as well as the preferential policies in underdeveloped areas under special provisions.The third chapter is the improvement suggestions for the shortcomings of GATS,so as to promote the negotiation of service trade subsidy system.The fourth chapter puts forward to establish a unified policy support and strong supervision organization,and promote the development of China’s service trade by providing preferential investment methods such as industry special funds on the premise of not violating GATS. |
