A Research On The Reform Of Discipline Inspection And Supervision System In Colleges And Universities In The New Era

Under the background of the new era of comprehensively administering the party strictly and governing the country according to law,the reform of discipline inspection and supervision system in Colleges and universities is the fundamental requirement of maintaining the party constitution,the important requirement of strengthening discipline construction and the inevitable requirement of implementing the responsibility of legal supervision.The report of the 19 th CPC National Congress pointed out that it is necessary to "deepen the reform of the national supervision system,promote the pilot work throughout the country,establish national,provincial,municipal and County Supervision committees,work together with the party’s discipline inspection organs,and realize the full coverage of supervision over all public officials exercising public power." The opinions on deepening the reform of the Central Commission for Discipline Inspection’s national supervision agency（hereinafter referred to as the opinions）issued in October 2018 proposed to promote the reform of the discipline inspection and supervision system of central management colleges and universities.The communique of the Third Plenary Session of the 19 th Central Commission for Discipline Inspection proposed that "we should implement classified measures to promote the innovation of the system and mechanism of post offices and improve the quality of full coverage of post supervision.We should continue to deepen the reform of the national supervision system,focus on enhancing the full coverage and effectiveness of supervision over public power and public officials,bring all legal supervision objects into the scope of supervision,and improve and improve the supervision system." The Fifth Plenary Session of the 19 th Central Commission for Discipline Inspection further put forward the requirement of "paying close attention to the reform of discipline inspection and supervision system and effectively promoting the full coverage of inner-party supervision and state supervision".In order to implement the decision and deployment of the Central Committee on the reform of the discipline inspection and supervision system,the Central Commission for Discipline Inspection and the State Supervision Commission strengthened leadership and carried out positive practice of the reform of the discipline inspection and supervision system in some provinces,cities and autonomous regions.In order to further strengthen the discipline inspection and supervision of colleges and universities,some provinces（cities）and districts have also carried out practical exploration through multiple channels and achieved certain results.This paper combs the practice and exploration of the pilot mode of school discipline inspection commission + Commissioner Office,discipline inspection team and school discipline inspection commission + discipline inspection team in the reform of discipline inspection and supervision system in Colleges and universities in China,and analyzes the problems faced by the three modes.At present,there are some problems in the reform of discipline inspection and supervision system,such as imperfect legal basis of discipline inspection and supervision in Colleges and universities,insufficient independence of discipline inspection and supervision in Colleges and universities,unsmooth connection between discipline inspection and supervision in Colleges and universities and internal work in Colleges and universities The lack of implementation of discipline inspection and supervision system in Colleges and universities and the lack of construction of discipline inspection and supervision team in Colleges and universities.It is proposed that to further deepen the reform of discipline inspection and supervision system in Colleges and universities,efforts should be made to strengthen the authority of "faction",enhance the independence of discipline inspection and supervision institutions,optimize supervision authority and improve supervision mechanism,improve leadership system and strengthen work coordination,improve supervision system and strengthen supervision effectiveness,strengthen team construction and improve team quality.Improve the discipline inspection and supervision system in Colleges and universities from the aspects of improving the discipline inspection and supervision laws and regulations in Colleges and universities,expanding the scope of discipline inspection and supervision objects in Colleges and universities,standardizing the setting of discipline inspection and supervision institutions in Colleges and universities,improving the operation mechanism of discipline inspection and supervision in Colleges and universities and strengthening the construction of supervision team of Discipline Inspection Commission in Colleges and universities,so that the discipline inspection and supervision team in Colleges and universities can give full play to the role of the special organization of party supervision and escort the construction of good educational and political ecology.
